Vietnam and Russia deepen security and emergency response cooperation
VOV.VN - Vietnam’s Public Security Minister Luong Tam Quang held talks with Russian officials in Moscow on May 26 to expand cooperation in security, firefighting, rescue operations and emergency response.
Quang discussed related issues with Minister of Internal Affairs Vladimir Kolokoltsev and Minister of Emergency Situations Aleksandr Kurenkov, as part of his working visit to Russia.
During talks with Minister Kolokoltsev, both sides said cooperation between Vietnam’s Ministry of Public Security and Russia’s Ministry of Internal Affairs has continued to expand in a practical and substantive manner.
Cooperation mechanisms on crime prevention, fugitive tracking, intelligence sharing, and personnel training have been implemented actively under agreements signed in 2025.
The two sides also agreed to strengthen connections between competent agencies to improve coordination in combating transnational crime while creating favourable conditions for the Vietnamese community living, studying, and working in Russia.
Meanwhile, during talks with Minister Kurenkov on May 26, cooperation in firefighting and emergency response was identified as one of the priority areas in the next phase of bilateral relations.
The Russian side highly appreciated coordination results between the two countries’ agencies, particularly following Kurenkov’s visit to Vietnam in March 2026.
Quang said Vietnam is accelerating the development of large-scale infrastructure projects in transportation, energy, and industry, leading to growing demand for stronger firefighting, rescue, and emergency response capabilities.
In that context, expanding international cooperation is aimed not only at ensuring safety and security but also at developing modern response capabilities for strategic infrastructure systems.
Both sides agreed to expand cooperation in training, exercises, and experience-sharing related to emergency situations involving railways, high-speed rail systems, and metro networks.
Vietnam and Russia are also expected to organise joint drills in 2027 to improve operational coordination between the two countries’ emergency response forces.
At the conclusion of the talks, both ministers signed the plan for joint activities for 2026–2027 which is seen as a concrete step toward implementing a new direction in bilateral cooperation on security and emergency response.
On the same day, Minister Luong Tam Quang also met with General Sergei Shoigu, secretary of the Russia Security Council, to discuss issues of mutual concern. Both sides also signed a document on cooperation regulation aimed at expanding bilateral coordination in technical and security fields.
