Vietnam and Russia seek stronger cooperation in emergency response

VOV.VN - Vietnamese Prime Minister Pham Minh Chinh received Russian Minister for Civil Defence, Emergencies and Disaster Relief Aleksander Kurenkov in Hanoi on March 5, discussing measures to enhance bilateral cooperation, particularly in emergency response and disaster management.

Welcoming the Russian minister, Prime Minister Chinh reaffirmed that Vietnam always values and remembers the valuable support provided by the former Soviet Union, now Russia, during its struggle for national independence and reunification in the past as well as its national development at present. He thanked the Russian ministry for its support in training Vietnamese experts and instructors in fire prevention, firefighting, and search-and-rescue operations.

Both sides expressed satisfaction with the positive development of Vietnam–Russia relations in recent years, highlighting the high level of political trust and increasing exchanges at various levels.

Defence-security cooperation and energy, particularly oil and gas, remain key pillars of bilateral ties, while science and technology cooperation is expected to become a new driving force for the partnership.

According to the Vietnamese Prime Minister, 2026 has been designated as the Vietnam–Russia Cross Year of Cooperation in Science and Education, reflecting the two countries’ commitment to expanding collaboration in these fields.

He reaffirmed that Vietnam attaches importance to its traditional friendship and comprehensive strategic partnership with Russia, and wishes to further strengthen cooperation in areas such as energy, peaceful use of nuclear power, maritime cooperation, defense and security, military technology, science and technology, education, transport, culture, sports, and basic sciences.

To deepen bilateral relations, the Vietnamese leader suggested that the two sides continue to promote high-level exchanges, effectively implement signed agreements, and maintain regular security and defence consultation mechanisms.

He also called for enhanced cooperation in early warning systems, disaster prevention, emergency response, and search-and-rescue operations, as well as technology transfer, joint production of specialised equipment, and joint drills.

Vietnam also hopes Russia will continue supporting training programmes in these fields, he told his guest.

Minister Kurenkov, for his part, reaffirmed Russia’s willingness to expand cooperation with Vietnam.

He noted that collaboration between the Russian emergency ministry and Vietnamese law enforcement agencies remains an important pillar of the comprehensive strategic partnership between the two countries.

The minister expressed confidence that, with strong political commitment and support from the leadership of both countries, Vietnam and Russia would further expand cooperation in areas of shared interest, especially in emergency response and disaster relief.
