Vietnam and Russia sign action plan on security and law enforcement cooperation
VOV.VN - Vietnam’s Ministry of Public Security and the Federal Service of the National Guard Troops of the Russian Federation have signed a 2026–2028 joint action plan, marking a significant step forward in strengthening practical and comprehensive cooperation in security and law enforcement.
The document, signed in Hanoi on April 13, is expected to expand collaboration in key areas, including counterterrorism, hostage rescue operations, protection of strategic facilities, technology transfer, and the modernisation of technical and operational equipment.
The signing ceremony took place following talks in Hanoi between General Luong Tam Quang, Minister of Public Security of Vietnam, and General Viktor Zolotov, Director of the Federal Service of the National Guard Troops of the Russian Federation.
Quang emphasised that the visit of the Russian delegation holds significant importance, providing an opportunity for both sides to further deepen cooperation and make law enforcement a key pillar of the bilateral strategic partnership.
He also highlighted that cooperation between the two agencies contributes positively to the overall Vietnam–Russia comprehensive strategic partnership.
For his part, Zolotov congratulated Vietnam on the success of the 14th National Congress of the Communist Party of Vietnam and the first session of the 16th National Assembly, describing them as important milestones marking a new stage of national development with long-term vision and strategic goals.
During the talks, both sides noted that recent high-level exchanges, including General Secretary To Lam’s visit to Russia and attendance at the 80th anniversary of the Victory in the Great Patriotic War in May 2025, his phone call with Russian President Vladimir Putin in January 2026, and Prime Minister Pham Minh Chinh’s visit to Russia in March 2026, have contributed to the strong and comprehensive development of Vietnam–Russia relations across all fields, including security and law enforcement.
Building on the high level of political trust between the two countries, cooperation between Vietnam’s Ministry of Public Security and the Federal Service of the National Guard Troops of the Russian Federation has continued to flourish in line with the 2022 cooperation agreement signed in Moscow.
Both sides have maintained regular delegation exchanges and shared practical experience in public order protection, counterterrorism and anti-riot operations, military working dog training, cavalry operations, firearms training, and tactical response techniques. The Russian side’s participation in the “World Police Music Festival” in Vietnam in July 2025 was also highly appreciated.
Amid increasingly complex, transnational, and sophisticated criminal activities that pose challenges to social stability in both countries, the two sides agreed to urgently develop a roadmap for implementing the 2026–2028 Joint Action Plan.
The plan includes enhanced delegation exchanges, training programmes, and capacity building for Vietnamese officers in special tactical operations such as counterterrorism, hostage rescue, mine clearance, chemical and radiological hazard prevention, and protection of critical national infrastructure.
Both sides also agreed to expand cooperation in operational coordination, technology transfer, and the procurement of modern weapons, vehicles, and technical equipment.
