Top leader To Lam reaffirms strategic cooperation with Russia

VOV.VN - Party General Secretary and State President To Lam on April 13 received Viktor Zolotov, Director of the Federal Service of National Guard Troops of the Russian Federation, reaffirming strategic cooperation and expanding security and defence ties under Vietnam – Russia Comprehensive Strategic Partnership.

During the meeting, the top leader assured his visiting guest that Vietnam consistently values its long-standing friendship and the Vietnam–Russia Comprehensive Strategic Partnership. He expressed satisfaction that both sides have maintained regular high-level exchanges, contributing to more substantive and effective cooperation across various fields thereby strengthening bilateral ties.

He highly appreciated the positive and practical results of cooperation between the two sides, including efforts by the Russian National Guard and relevant Vietnamese agencies to implement high-level agreements, translating shared visions into concrete actions.

Amid rapidly evolving and complex global and regional developments, the Vietnamese leader called for enhanced exchanges, information sharing and experience-sharing between the two sides to improve cooperation effectiveness, serving each country’s development and security goals while contributing to peace, stability and development in the region and beyond.

He also welcomed and encouraged expanded cooperation in areas of mutual strength and interest aligned with each country’s development priorities.

For his part, Zolotov conveyed greetings and warm regards from Russian President Vladimir Putin and other senior Russian leaders to Party chief To Lam, as well as to the Vietnamese Party, State and people, congratulating Vietnam on the successful outcomes of its 14th Party Congress and the 16th National Assembly elections.

He praised the leader’s role in laying the foundation for cooperation between the Russian National Guard and Vietnamese law enforcement agencies, and expressed appreciation for Vietnam’s continued support in facilitating bilateral security cooperation.

Both sides acknowledged that Vietnam–Russia cooperation is being implemented across multiple sectors, with security and law enforcement cooperation remaining a key pillar of the bilateral relationship. They welcomed progress in cooperation between the Vietnamese Ministry of Public Security and the Russian National Guard, particularly the effective implementation of the cooperation agreement signed in August 2022.

They also agreed to further expand cooperation into areas such as experience sharing, training, counter-terrorism, public order management, and protection of critical infrastructure. They welcomed the signing of the joint action plan for the 2026–2028 period, considering it an important legal foundation for future cooperation.
