Prime Minister Pham Minh Chinh to pay official visit to Russia
VOV.VN - Prime Minister Pham Minh Chinh will lead a high-ranking Vietnamese delegation on an official visit to Russia from March 22 to 25, according to the Ministry of Foreign Affairs.
The invitation has been extended by Russian Prime Minister Mikhail Mishustin, the Ministry of Foreign Affairs said in a press communique on March 20.
Vietnam–Russia diplomatic relations have a long-standing and resilient history, dating back to the establishment of ties on January 30, 1950. Over more than 75 years of development, Russia has remained one of Vietnam’s key strategic partners in both Europe and Asia.
The two countries have built a comprehensive strategic partnership, strengthened over decades through regular high-level exchanges and deep political dialogue. In 2025, Party General Secretary To Lam paid an official visit to Russia and, together with President Vladimir Putin, issued a joint statement outlining directions for bilateral relations in a new phase. The statement emphasises cooperation in politics, security, trade and investment, energy, education and people-to-people exchanges.
Political trust between the two countries continues to be reflected in close coordination at international forums, as well as cooperation in defence and security on the basis of mutual respect for independence, sovereignty and strategic interests.
Economic and trade cooperation is widely regarded as a key pillar of the bilateral relationship. Statistics show, two-way trade reached approximately US$4.3 billion in the first eleven months of 2025, marking a 3.7% year-on-year increase. Russian exports to Vietnam totaled around US$2.24 billion, up 10.75%, while Vietnam’s exports to Russia hit approximately US$2.06 billion.
This growth came amid global trade volatility, highlighting the adaptability of businesses in both countries and the effectiveness of the free trade agreement between Vietnam and the Eurasian Economic Union.
Cooperation continues to expand across multiple sectors. In energy and oil and gas, major companies such as Zarubezhneft, Gazprom and NOVATEK have partnered with Petrovietnam. Other areas of collaboration include industrial manufacturing, agriculture and consumer goods exports, as well as logistics and payment mechanisms using national currencies to facilitate bilateral trade.
Both sides have set a target of increasing bilateral trade turnover to around US$15 billion by 2030, supported by deeper cooperation in industry, digital transformation, education and emerging sectors.
Investment cooperation has also seen steady progress across oil and gas, services, processing and manufacturing. Vietnamese investments in Russia have exceeded US$1.6 billion, placing Vietnam among notable foreign investors in the Russian market.
The two countries are also advancing cooperation in science and technology and nuclear energy, with strategic agreements and roadmaps extending to 2030 aimed at strengthening joint capabilities.
People-to-people exchanges, along with cultural and educational cooperation, continue to deepen traditional ties. Student exchange programmes, scientific seminars and bilateral cultural events are regularly organised, contributing to greater mutual understanding.
Tourism recovery has been particularly notable. As of November 2025, more than 590,000 Russian visitors traveled to Vietnam, representing an increase of nearly 290% compared to the same period the previous year.
