PM’s Russia visit deepens political trust, expands comprehensive cooperation
VOV.VN - The official visit to Russia by Vietnamese Prime Minister Pham Minh Chinh from March 22 to 25 has contributed to deepening political trust and opening new directions for more substantive and comprehensive cooperation between the two countries, according to a senior Vietnamese diplomat.
Deputy Foreign Minister Le Thi Thu Hang told the media that the visit holds particular significance as it took place shortly after major political milestones in Vietnam, including the 14th National Congress of the Communist Party of Vietnam and the election of deputies to the 16th National Assembly and local People’s Councils for the 2026-2031 term.
Within 72 hours, Prime Minister Chinh conducted nearly 30 engagements, including talks with Russian Prime Minister Mikhail Mishustin and meetings with President Vladimir Putin, Chairwoman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matviyenko, Chairman of the State Duma Vyacheslav Volodin, and Secretary of the Security Council Sergey Shoigu.
The Vietnamese delegation also visited leading economic, scientific and educational institutions, attended the Vietnam–Russia Business Forum, and met with major Russian enterprises, as well as representatives of political parties and organisations in Russia.
Expanding cooperation across key sectors
Through high-level engagements, Hang said, both sides reaffirmed their commitment to consolidating traditional friendship, enhancing political trust and strengthening mutual understanding.
The Russian leaders, representatives of political parties in the State Duma, and major businesses expressed support for advancing the Comprehensive Strategic Partnership, emphasising its importance for the interests of both peoples and for peace, stability and development in the region and the world.
Economic and technical cooperation is set to expand in key areas such as peaceful nuclear energy, oil and gas exploration, transport connectivity and urban metro development. A major highlight was the agreement to develop the Ninh Thuan 1 nuclear power plant, seen as a historic milestone marking the resumption of Vietnam’s nuclear energy programme and a new symbol of bilateral cooperation.
Both sides also agreed to enhance cooperation in education, training, science and technology, with a focus on fundamental research and high-quality human resource development in digital technology, emerging technologies, biomedicine, transport and academic arts. This builds upon the long-standing cooperation between Vietnam and the former Soviet Union as well as present-day Russia.
Cultural, social and people-to-people exchanges will continue to be strengthened. The leaders agreed to promote cultural and artistic activities, expand tourism cooperation and facilitate travel between the two countries. The Vietnamese community in Russia was reaffirmed as an important bridge in bilateral relations.
From commitments to implementation
The visit was a comprehensive success with substantive outcomes, reflecting a long-term strategic vision to elevate the Vietnam–Russia Comprehensive Strategic Partnership, according to the Deputy Foreign Minister.
In the coming period, she said, both sides will focus on effectively implementing signed agreements and maximising existing cooperation mechanisms. Ministries, sectors and localities are expected to develop concrete roadmaps to ensure progress and efficiency.
Priority areas include energy security, transport, logistics and science and technology. Key projects such as the Ninh Thuan 1 nuclear power plant are set to be accelerated, while joint oil and gas operations will continue to expand. Connectivity across rail, aviation and maritime sectors will also be strengthened.
At the same time, humanities cooperation will be further promoted through education, language training and cultural, sports and artistic exchanges, particularly targeting younger generations.
Decentralised cooperation is also anticipated to expand, building on the existing 20 twinning partnerships between localities of the two countries, with further potential for new connections. Continued support will be provided to the Vietnamese community in Russia, recognizing them as a valuable resource in strengthening bilateral ties.
