Deputy PM: cooperation and connectivity are key drivers of shared prosperity

VOV.VN - Deputy Prime Minister Bui Thanh Son continued his engagements at the 2025 World Government Summit (WGS 2025) in Dubai, United Arab Emirates (UAE) on February 12, speaking at the two forums themed “Emerging Economies” and “Sustainable Development Goals in Action” within the summit’s framework.

At the session featuring emerging economies, Deputy PM Bui Thanh Son shared Vietnam’s perspective on the current global landscape, highlighting opportunities for emerging economies and Vietnam’s development strategies. He emphasized three major trends shaping the global economic and political order.

First, rapid advancements in digital technology, along with the convergence of emerging technologies such as biotechnology, quantum technology, and artificial intelligence (AI), are reshaping production forces and supply chains, driving the world into a new era, the digital and intelligent era.

Second, political and geopolitical polarization, economic fragmentation, and increasing separation in trade, science, technology, and innovation are becoming more complex.

Third, global challenges, both traditional and non-traditional, are calling for urgent reforms in global, national, and corporate governance.

According to Son, while the international landscape presents challenges, it also creates opportunities for developing countries, particularly emerging economies, to make significant leaps forward and integrate into global progress. In this context, cooperation and connectivity are crucial to shared prosperity. Amidst a global economic and political landscape marked by both opportunities and uncertainties, emerging economies, including Vietnam, have remained resilient, innovative, and flexible in their approaches, positioning themselves as growth drivers of the world economy. From a war-ravaged, underdeveloped country, Vietnam has risen to become the world’s 33rd-largest economy.

He further affirmed that Vietnam remains a safe and attractive destination for international investors. In 2024, the country ranked among the top 15 developing countries in foreign investment attraction, with total inflows reaching approximately US$40 billion, including around US$25 billion in disbursed foreign direct investment (FDI). Vietnam is also among the world’s top 20 economies in trade volume, having signed 17 free trade agreements (FTAs), ranking 44th out of 132 economies in the Global Innovation Index, and playing a vital role in regional and global supply chains.

Vietnam is undergoing a profound transformation toward a digital, green, high-tech, and environmentally friendly economy. The nation has started to establish its position in the global semiconductor industry, attracting major technology corporations. These achievements lay a strong foundation for Vietnam to continue its remarkable development journey, fueled by 40 years of reform. To achieve breakthrough growth in this new era, an era of prosperity, civilization, and wealth, Vietnam aims to become a modern industrialized upper-middle-income country by 2030 and a high-income developed nation by 2045.

The Vietnamese government pledges to bold institutional reforms across economic, political, cultural, social, and environmental areas, unlocking all potential and resources to drive rapid and sustainable development. Throughout this transformation, Vietnam places its people at the center, businesses as the driving force, and the government as the enabler and facilitator.

Deputy PM Son called on partners, businesses, and investors from the UAE, the Middle East, and beyond to continue supporting Vietnam. Prioritizing quality, efficiency, high technology, and environmental protection, the nation seeks to attract investments in green transition, digital transformation, innovation, high technology, AI, semiconductors, renewable energy, financial centers, and innovation hubs. Vietnam is committed to being a strategic choice and a safe, attractive destination for long-term, effective, and sustainable economic partnerships.

At the session on action towards sustainable development goals (SDGs), Son highlighted Vietnam’s experience and achievements in realizing the SDGs. Like many countries worldwide, Vietnam is deeply committed to achieving the SDGs and has made significant efforts to meet them a decade ahead of schedule. The country continues to push forward with its sustainable development agenda. From a war-torn, impoverished nation suffering from nearly 40 years of war and 30 years of economic embargo, the nation, under its reform policies, has emerged as the world’s 33rd-largest economy.

Vietnam has also been a global leader in successfully implementing key SDGs, particularly in poverty reduction, healthcare, and education. With its growing influence, the country has been proactively contributing to dealing with global challenges and playing an active role in multilateral forums. The country remains steadfast in fulfilling its commitments, including securing net-zero emissions by 2050.

The world is experiencing transformative shifts, marked by both opportunities and challenges. In this context, Vietnam has no choice but to pursue sustainable and inclusive development, embrace innovation in governance and policymaking, and take a bold, action-driven approach to sustainability. It also advocates for a new global partnership based on international solidarity, fairness, multilateralism, and adherence to international law, he went on.

Deputy Prime Minister Bui Thanh Son outlined Vietnam’s perspectives on realizing the SDGs:

- First, peace and stability are the cornerstones of a prosperous future. All disputes must be settled peacefully, conflicts must be resolved, and confrontations must give way to cooperation and dialogue.

- Second, a new mindset is needed to shape the future, requiring transformational shifts in digitalization, green transition, and global governance. In this spirit, Vietnam will host the 2025 Partnering for Green Growth and Global Goals (P4G) Summit on April 16-17, 2025, and the United Nations Conference on Trade and Development (UNCTAD) Ministerial Meeting in October 2025.

- Third, governments must lead in mobilizing and effectively utilizing resources for development, tailored to their national needs.

- Fourth, international cooperation, multilateralism, and a comprehensive, people-centered approach are essential for addressing global challenges, enhancing capabilities, and adapting to a rapidly changing world.

Finally, people must be at the heart of all policies and actions, as the key stakeholders, the ultimate beneficiaries, and the driving force behind progress. Governments should work together to establish global governance standards, ensuring new technologies serve humanity and contribute to shared global prosperity.

Deputy PM  Son reaffirmed Vietnam’s unwavering principle: "Economic growth must not come at the expense of social progress, fairness, and environmental protection." 

The country is fully determined to work alongside governments and the international community to accelerate SDG implementation, fostering a future of peace, stability, prosperity, and sustainability for all nations.

During his participation at WGS 2025 and bilateral engagements on February 11-12, Deputy PM Bui Thanh Son met with Sri Lankan President Anura Kumara Dissanayake, Secretary-General of the Arab League (AL) Ahmed Aboul Gheit, UAE Minister of Economy Abdullah bin Touq Al Marri, and Bahrain’s Minister of Finance and National Economy.

He also held working sessions with David Gibson-Moore, Chairman of Dalma Capital and Gulf Analytica, and Director of Apolonia Capital, and met with representatives from key organizations and corporations, including the World Free Zones Organization (World FZO) in Dubai.
