Breakthrough policies key to propelling tech enterprise growth

VOV.VN - The National Assembly Standing Committee has reviewed a draft resolution aimed at removing barriers in science, technology, and digital transformation, making them as key drivers of Vietnam’s industrialization and modernization.

The National Assembly Standing Committee convened on February 13 to discuss a draft resolution piloting policies to remove obstacles in scientific research, technological innovation, and national digital transformation.

The draft resolution comprises four chapters and 20 articles, focusing on two key areas: scientific and technological innovation and national digital transformation.

According to the government’s proposal, the resolution aims to introduce trial policies to clear hurdles in these fields, ensuring they play a central role in advancing industrialization and modernization. It also seeks to establish a legal framework for enhancing the efficiency and effectiveness of science, technology, innovation, and digital transformation.

These policies are expected to help deal with emerging challenges, enabling scientific and technological advancements to accelerate socio-economic development. This is consistent with Vietnam’s national goals for 2030 and 2045, as set by the 13th National Party Congress.

The draft resolution outlines provisions for granting scientific and technological research organizations greater autonomy, allowing them to independently manage governance, personnel, finances, and professional activities.

Le Quang Huy, Chairman of the National Assembly’s Committee on Science, Technology, and Environment, stated that the resolution would help step up efforts to achieve an economic growth rate of at least 8% in 2025 and double-digit growth from 2026 to 2030.

Members of the National Assembly Standing Committee agreed on the necessity of the resolution but underlined the importance of preventing misuse, particularly in managing risks associated with scientific research and technological development.

Several members underscored the need for bold policies to incentivize businesses, especially private enterprises with strong financial and human resources to drive innovation and digital transformation.

Vice Chairman of the National Assembly Nguyen Duc Hai affirmed that the Standing Committee had reached a consensus on submitting the draft resolution to the National Assembly for consideration.

The committee also urged the government to incorporate feedback from the National Assembly Chairman, committee members, and reviewing bodies to refine the draft. Special attention should be given to ensuring that pilot policies comply with the Constitution, fall within the National Assembly’s jurisdiction, and prevent waste, mismanagement, and corruption.

National Assembly Chairman Tran Thanh Man stressed the need for ministries and agencies to take proactive measures, including simplifying administrative procedures for financial settlements related to scientific research projects.

He also called for policies to attract both domestic and foreign enterprises to invest in research and development. Additionally, he highlighted the importance of delegating responsibilities to relevant agencies to ensure effective implementation.
