PM Chinh: Digital transformation must go hand in hand with administrative reform

Prime Minister Pham Minh Chinh on February 6 chaired the 10th meeting of the National Committee on Digital Transformation and Project 06, reviewing 2024 activities and outlining key tasks for 2025.
According to the Ministry of Information and Communications, digital transformation in 2024 continued to make significant progress. So far, 898 out of 1,084 administrative procedures have been simplified, and all 63 provinces and cities have implemented fee and charge reductions for businesses and citizens. The digital economy has also seen steady growth, with revenues reaching US$152 billion, up 10.9%. Vietnam has advanced in global rankings, rising 15 places in e-government development (now ranked 71st out of 193) and eight places in cybersecurity (now ranked 17th out of 194).

The cabinet leader affirmed that digital transformation must be closely integrated with boosting administrative reform and improving the quality of cadres and civil servants. It must also be implemented comprehensively across all sectors to align with global trends. He highlighted the "five accelerations and breakthroughs" in digital transformation including fully digitizing all economic sectors, rapidly developing digital infrastructure, enhancing the quality of the digital workforce, and building an efficient digital government to better serve businesses and citizens.
PM Chinh urged ministries, agencies, and localities to promptly develop implementation plans for the Government’s Action Program under Resolution 57, establish clear evaluation criteria, and conduct regular assessments. He also underscored the need to intensify public awareness campaigns on digital transformation and strengthen oversight of public service performance to ensure effective execution.
By June 2025, leaders of ministries, agencies, and provincial-level People's Committees must conduct administrative work in a digital environment and use digital signatures. By the end of 2025, all officials and civil servants at the commune, district, and provincial levels must do the same. The government has set targets for 2025, aiming for 80% of public services to be fully available online, 40% of the adult population using online public services, and 100% of administrative records linked to personal identification numbers.
Additionally, the Government chief stressed the importance of cybersecurity, talent development, and specialized policies to attract top experts in digital transformation. He also called for continued efforts in implementing Project 06 to establish a modern, professional, and efficient administrative system.
