US lowers final anti-dumping duties on Vietnamese shrimp following review
VOV.VN - The US Department of Commerce (DOC) has announced lower-than-expected final anti-dumping duty rates on certain frozen warmwater shrimp imported from Vietnam, following the conclusion of its 19th administrative review (POR19).
The review covers the period from February 1, 2023, through January 31, 2024, and the final determination marks a significant reduction compared with preliminary rates, offering partial relief to Vietnamese exporters.
According to the Vietnam Association of Seafood Exporters and Producers (VASEP), the outcome provides greater clarity for businesses as they plan shipments and negotiate contracts in the US market.
Under the final results, Soc Trang Seafood Joint Stock Company (STAPIMEX) and Thong Thuan Company Limited were assigned an adverse facts available (AFA) dumping margin of 25.76%. The corresponding cash deposit rate is 25.46%, after accounting for export subsidy offsets. These rates apply directly to future shrimp shipments entering the United States.
For companies that qualified for a separate rate but were not selected as mandatory respondents, DOC determined a final dumping margin of 4.58% and a cash deposit rate of 4.28%.
The final determination represents a considerable decrease from the preliminary results, when 22 Vietnamese exporters were subject to a provisional anti-dumping duty rate of 35.29% - the highest level recorded in more than 19 years of administrative reviews in the shrimp anti-dumping case.
The downward adjustment is viewed as a constructive development for Vietnam’s shrimp sector. Lower anti-dumping duty rates help reduce cost burdens for exporters and improve their position in contract negotiations with US buyers, contributing to greater stability in bilateral seafood trade.
During the POR19 review process, many U.S. importers adopted a wait-and-see approach, temporarily slowing new purchase orders pending the final ruling. This led to a short-term moderation in trading activity.
Despite those uncertainties, Vietnam’s shrimp exports to the United States maintained growth momentum. In 2025, export turnover to the US reached nearly US$796 million, an increase of more than 5% year on year.
VASEP stated that it would work with the affected enterprises to consider appropriate legal actions in accordance with US regulations, reaffirming that Vietnamese shrimp exports are not dumped in the US market and safeguarding the legitimate rights and interests of the Vietnamese seafood industry.
