Unlocking cultural strength for sustainable growth in a new era

VOV.VN - Vietnam is placing renewed emphasis on culture and people as foundational pillars and internal drivers of sustainable development, according to key orientations outlined at the recent 14th National Party Congress.

Experts said these updated perspectives reflect a more comprehensive and practical approach, requiring proactive and coordinated implementation in line with real-world conditions.

According to Phung Huu Phu, former Standing Deputy Head of the Party Central Committee’s Commission for Information, Education and Mass Mobilisation, and former Permanent Vice Chairman of the Central Theoretical Council, Party documents, especially those of the 14th Congress, clearly identify core viewpoints on building and developing Vietnamese culture and people in a new era.

Culture, he noted, is defined not only as a goal but also as a driving force and a vital internal resource for national development. Beyond serving as a spiritual foundation, culture is increasingly positioned as a comprehensive development pillar, standing alongside politics, the economy, and society, while playing a regulatory role in ensuring sustainable growth.

A key highlight is the emphasis on people as the centre, the subject, and the driving force of development, with culture occupying a central role in socio-economic progress. Accordingly, the development of culture and people must be carried out in a synchronised and holistic manner, closely linked to national value systems, family values, and standards of Vietnamese identity.

Phu stressed the importance of the dialectical relationship between culture and people, underscored through the principles of “four promotions” and “four emphases.” These include promoting patriotism, resilience, intelligence, and national self-reliance, alongside emphasising ethics, talent, creativity, and the aspiration to contribute to a prosperous, civilised, and happy Vietnam.

This is both a long-term strategic mission and an urgent requirement, demanding persistent, proactive, and practical implementation. The Party also highlights the role of all stakeholders, identifying cultural development as a collective endeavour led by the Party and managed by the State, with intellectuals, artists, and entrepreneurs playing key roles in creating, preserving, and spreading cultural values.

The need to innovate resource mobilisation is also emphasised, encouraging the combined strength of the entire society and effective collaboration between the public and private sectors.

Meanwhile, Bui Hoai Son, a full-time member of the National Assembly’s Committee for Culture and Social Affairs, said the Congress documents clearly affirm culture and people as both the foundation and driving force for sustainable development. Notably, culture is increasingly viewed as a “regulatory system” guiding national development, reflecting a shift from rhetoric to substantive action.

He analysed that culture forms the basis of a human-centred education system. When culture and people are placed at the core, national development becomes more sustainable.

In the context of rapid technological advancement and digital transformation, the role of culture is becoming even more critical. Beyond shaping values, culture helps build resilience and character, enabling individuals to adapt to the digital environment without losing direction, while preserving essential values such as humanity, compassion, and patriotism.

The orientations of the 14th National Party Congress mark a significant step forward in both theoretical thinking and practical leadership regarding cultural development. Culture continues to be affirmed as the spiritual foundation of society and a key internal strength driving fast and sustainable national growth.

At the same time, it serves as a cornerstone for preserving national identity amid deep international integration. The focus on building well-rounded Vietnamese individuals, promoting national cultural values alongside global cultural exchange, developing cultural industries, and fostering a healthy cultural environment reflects the Congress’s long-term strategic vision.

These directions provide a foundation for culture to truly become a driving spiritual force, contributing to the realization of Vietnam’s development aspirations and opening a new chapter in the nation’s growth trajectory.
