Hanoi action programme implements Politburo Resolution on cultural development
VOV.VN - Hanoi has issued a comprehensive action programme to implement the Politburo’s Resolution No. 80 Vietnam’s cultural development, positioning culture as a central pillar for sustainable growth and improved quality of life.
The Hanoi Party Committee’s action programme sets out strategic orientations for advancing Vietnam’s cultural sector in the new development phase. It underscores the need for the entire political system to fully internalise the Resolution, ensuring unified awareness, innovative thinking, and effective action in developing the capital’s cultural landscape.
Hanoi identifies people as the core of its development strategy, placing culture on par with the economy, politics, and society, and recognising it as a driving force for endogenous growth and sustainable development.
The city is committed to fostering the image of Hanoians as elegant, civilised, knowledgeable, creative, and socially responsible citizens with a strong sense of integration. Cultural development will be guided by key values Civilization, Identity, Creativity, Integration, and Connectivity, ensuring that culture permeates all aspects of social life and reinforces Hanoi’s pioneering role in national cultural advancement.
Hanoi also prioritises building a healthy, humane, and modern cultural environment in both physical and digital spaces, while promoting cultural values within the Party and political system. Efforts will be intensified to preserve and promote the heritage of Thang Long (former name ò Hanoi), alongside developing cultural industries linked to the knowledge economy and a modern creative ecosystem.
The programme aligns closely with major national policies, including the revised Capital Law and long-term development planning, while integrating cultural development with cultural security and sovereignty in the digital era.
By 2030, Hanoi aims to establish a diverse, modern, and identity-rich cultural and creative ecosystem. The city will expand creative spaces, promote digital transformation in cultural production, and develop cultural industries into a key economic sector, focusing on areas such as cultural tourism, performing arts, design, cinema, handicrafts, cuisine, and gaming.
Targets include ensuring that all communes and wards have cultural and sports facilities, digitising all national heritage sites, increasing cultural budget allocation to over 4%, and raising the contribution of cultural industries to around 9% of GRDP. Hanoi also seeks to host major national and international cultural events, secure additional UNESCO recognitions, and enhance its global cultural profile.
To achieve these goals, the programme outlines key priorities, including institutional reform, cultural value-building, digital transformation, creative ecosystem development, resource mobilisation, human capital development, and deeper international integration.
