Politburo directs coordinated flood relief and recovery efforts in central Vietnam
VOV.VN - The Politburo and Secretariat have decided to set up five working groups, led by senior Party and State leaders, to continue inspecting, directing, and supervising flood recovery efforts in several central provinces.
For the time being, certain major cities have been tasked with providing direct assistance to the hardest-hit provinces. Specifically, Hanoi will aid Gia Lai; Ho Chi Minh City will assist Khanh Hoa; Hai Phong will back Dak Lak; and Quang Ninh will help Lam Dong.
The decision was made at a meeting on November 21, after the Central Party Office presented a comprehensive report on the flood situation and response efforts.
Subsequent floods from November 16 to 20 in Da Nang, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong caused heavy losses, leaving 50 people dead or missing, 21 injured; 167 houses damaged, over 52,000 houses flooded; more than 13,000 hectares of crops and 2,100 hectares of perennial plants damaged; over 30,700 livestock and poultry killed or swept away.
Many residential areas were isolated, North–South transportation disrupted, and electricity, water, and communications cut off.
The Politburo, in the Conclusion released after the meeting, expressed deep sympathy for the losses suffered by the affected localities, particularly families who lost loved ones or have missing relatives. It recognised the efforts of local Party committees, authorities, the military, police, health workers, youth volunteers, rescue teams, as well as the Vietnam Fatherland Front, social organisations, and businesses in responding to and mitigating the disaster.
Party and State leaders have closely monitored the situation and promptly visited the hardest-hit areas to guide relief operations, says the document.
To continue flood recovery, the Politburo required ministries, sectors, and local authorities to strictly follow directives outlined in Resolution 98 and government and Prime Ministerial emergency orders. The top priority is being given to ensuring the safety and basic needs of affected residents, providing food, drinking water, and medicine, and mobilising all available resources to reach isolated areas.
The Ministry of Defence and Ministry of Public Security are tasked with deploying personnel, equipment, and specialised vehicles, including helicopters and drones, to deliver relief supplies safely. The Ministry of Construction will assist in clearing landslides on transportation routes, while the Ministry of Health will deploy staff to prevent disease outbreaks in affected areas.
Local authorities are instructed to organise forces and resources according to the “four-on-the-spot” principle and restore infrastructure immediately once floodwaters recede. Relief supplies must be allocated fairly and on time, and the operation of dams and reservoirs must ensure safety and effective flood mitigation. Traffic control should prevent residents from entering flooded or landslide-prone areas, with timely warnings issued.
The Politburo also assigned the Vietnam Fatherland Front and relevant agencies to actively seek international support, mobilise donations from the public, organisations, and businesses, and continue supporting recovery and disaster response efforts.
