Vietnam to introduce motorcycle emissions testing from July 2027
VOV.VN - Vietnam will begin mandatory emissions testing for motorcycles and mopeds in its largest cities as part of a national effort to improve air quality.
Under Decision No. 13/2026 issued by the Prime Minister, Hanoi and Ho Chi Minh City will require emissions inspections starting July 1, 2027. The policy will expand to other centrally governed cities from July 1, 2028, and nationwide from July 1, 2030, with flexibility for earlier local implementation.
The emission standards will vary depending on the type of vehicle and its production date.
Motorcycles manufactured or imported before 2008 will be required to meet Level 1 standards, which are roughly equivalent to Euro 1 standards and represent basic emission control.
Motorcycles produced between 2008 and the end of 2016 must comply with Level 2, broadly comparable to Euro 2,. Those manufactured from 2017 to June 30, 2026, are subject to Level 3, broadly comparable to Euro 3, while motorcycles produced from July 1, 2026, onward must meet Level 4, broadly equivalent to Euro 4, representing the most stringent limits.
Mopeds produced before 2016 are subject to Level 1, those produced from 2017 to June 30, 2027, must comply with Level 2, and mopeds manufactured from July 1, 2027, onward are required to meet Level 4 standards.
These emission limits cover key pollutants such as carbon monoxide (CO), hydrocarbons (HC), and nitrogen oxides (NOx), measured in grams per kilometer. The four levels broadly correspond to progressively stricter European Euro standards, with Level 4 requiring significantly lower emissions.
From January 1, 2028, all motorcycles and mopeds operating in Hanoi and Ho Chi Minh City must comply with at least Level 2 standards.
In addition, rules will apply in designated low-emission zones in Hanoi, where vehicles must comply with specific standards set by the Hanoi People’s Council under the Capital City Law.
