Two Interpol red notice fugitives handed over to Republic of Korea
VOV.VN - Police of northern Bac Ninh province, in coordination with the Ministry of Public Security, have arrested and handed over two nationals of the Republic of Korea wanted under Interpol red notices, highlighting enhanced international law enforcement cooperation.
The suspects, identified as Choi Wonsuk 9born 1991) and Lee Yiseul (born 1993), were recently transferred to the RoK authorities at Noi Bai International Airport in Hanoi.
Both individuals were subject to international arrest warrants issued through Interpol for alleged involvement in serious criminal activities.
According to investigators, Choi was accused of operating an illegal online horse betting platform called "Daesang Horse Racing" (dsda777.com), that attracted hundreds of users and handled transactions worth billions of Korean won (KRW). The platform offered betting services on horse races at racetracks in Seoul, Busan, and Jeju in the RoK, as well as horse races in Japan.
The Suwon District Court issued a warrant for Choi Wonsuk on May 14, 2025; and Interpol issued a red notice for his international arrest on September 11, 2025.
Meanwhile, Lee was linked to a phone scam ring in the RoK, posing as law enforcement and financial officials to defraud victims of large sums of money.
From March 23 to April 1, 2025, Lee and her accomplices defrauded numerous victims of KRW689 million. An arrest warrant was issued against her by the Uijeongbu District Court on August 19, 2025, and Interpol issued a red notice for her international arrest on September 15, 2025.
The two suspects were detected in Bac Ninh province earlier in March 2026 during routine administrative checks, after showing signs of illegal entry and lacking valid visas.
Following coordinated operations by provincial police and units under the Ministry of Public Security, both were arrested on April 6 while in hiding. They later admitted to illegally entering Vietnam and moving across multiple localities to evade capture.
After completing legal procedures, Vietnamese authorities handed the suspects over to Korean counterparts on April 7 for repatriation and further legal proceedings.
