Quang Ninh targets centrally governed city status under new master plan
VOV.VN - The northern border province of Quang Ninh is aiming to become a centrally governed city under a newly approved urban master plan, marking a key step toward realising its long-term development ambitions.
The Prime Minister has recently approved the task for the province’s general urban master plan through 2050, with a vision extending to 2075. The plan is expected to lay the groundwork for Quang Ninh’s transformation into a centrally governed municipality in the future.
Under the plan, the entire administrative area of the province will be studied for urban development, covering 54 commune-level units, including 22 communes, 30 wards and two special administrative zones of Van Don and Co To. The planning process will be implemented in phases toward 2040, 2050 and with a long-term vision to 2075.
The overarching goal is to develop Quang Ninh into a modern, green, smart and sustainable centrally governed city. The province also aims to leverage its unique advantages in marine resources, islands, border economy and heritage, while ensuring that economic growth goes hand in hand with environmental protection, climate change adaptation and improved quality of life for residents.
A key orientation of the plan is to reorganise development space under a multi-polar model, strengthening regional connectivity and enhancing the distinct roles of different areas. The eastern region is identified as a new growth engine, focusing on border-gate economy, logistics and the marine economy, while the western region will be developed as a heritage urban area associated with cultural and historical values.
In parallel, Quang Ninh will accelerate the development of synchronised technical and social infrastructure. Priority areas include multimodal transport systems, digital infrastructure, clean energy, and high-quality services in health care, education and tourism to meet the demands of the next development phase.
According to projections, the province’s population could reach around 2 million by 2030, increase to 2.4–2.5 million by 2040, and approximately 2.8–3 million by 2050. Tourist arrivals are expected to amount 25–26 million by 2030 and about 30–31 million by 2050, reinforcing Quang Ninh’s role as a major tourism hub in Vietnam.
The provincial People’s Committee has been tasked with preparing detailed planning schemes, with a completion timeline of no more than 15 months in line with regulations. The completion and implementation of the master plan will serve as a critical foundation for Quang Ninh to gradually achieve its goal of becoming a centrally governed city in the coming decades.
