Quang Ninh leads Public Administration Performance Index 2022
VOV.VN - The northern province of Quang Ninh ranked top in the 2022 Provincial Governance and Public Administration Performance Index (PAPI) report released by the UN Development Program (UNDP) and its partners on April 12 in Hanoi.
Dr. Dang Hoang Giang, a member of the PAPI research team, said the southern province of Binh Duong ranked second among the ranking, followed by the northern province of Thanh Hoa.
Most notably, Hanoi has made great strides in terms of rising from a low position in 2020 to be among the group with the highest position for 2022. In contrast, Da Nang fell to the middle group after several years of being in the leading position.
As part of her opening remarks, Ramla Khalidi, resident representative of the UNDP in Vietnam, emphasised that the PAPI 2022 report has been compiled based on the survey’s results from more than 16,000 participants selected from 63 provinces and cities across the country.
As a policy monitoring tool that fully assesses citizen experience and satisfaction with government performance, PAPI measured a total of eight factors, including participation of citizens at local levels, transparency, vertical accountability, control of corruption, public administrative procedures, public service delivery, environmental governance, and e-government.
The PAPI 2022 report fully reflects people's optimism regarding the national economy, despite concerns surrounding the lasting impact of the COVID-19 pandemic.
The report also highlights a change in people's views on the effectiveness of local anti-corruption work amid people expecting efficient governance that is capable of meeting their increasing demands.
Vietnamese efforts in 2022 to overcome the socio-economic impacts of the two-year COVID-19 period helped to increase people's confidence in the economic conditions of households and the country over the past year.
Up to 66.1% of respondents rated the national economy as "good" in 2022, thereby representing a rise of 19.4% from the previous year.
