Ho Chi Minh City targets 199,000 social housing units by 2030
VOV.VN - Ho Chi Minh City has set a goal of developing more than 199,000 social housing units between 2021 and 2030, according to the municipal Department of Construction.
This target aligns with the government’s national plan to build at least one million social housing units for low-income earners and industrial park workers during the same period.
However, the city has encountered multiple implementation challenges. The number of completed and ongoing projects remains far below expectations due to procedural delays, land and planning bottlenecks, and inconsistent policies. Difficulties in attracting and coordinating with private investors have also slowed progress.
To deal with these issues, the Department of Construction has proposed several key tasks and solutions to be prioritised this year. A major recommendation is to integrate social housing development targets into the city’s broader socio-economic planning framework to ensure more consistent supervision and direction.
In parallel, a comprehensive review of land-use planning is underway to formally designate sites for social housing, thereby creating a legal foundation for upcoming projects.
In the near term, the city will speed up its review of preferential policies and mechanisms for social housing in the three former localities -Ho Chi Minh City, Binh Duong, and Ba Ria–Vung Tau- in order to harmonise incentive frameworks and create more favourable conditions for investors.
It is also required to consolidate the Steering Committee for Social Housing Development across the three localities with a particular focus on removing obstacles and accelerating the implementation of social housing projects.
Additionally, efforts will be made to coordinate policy and planning for different target groups, while ensuring appropriate solutions for each category of social housing beneficiaries.
