PM orders swift recovery from flashfloods and landslides in affected localities
VOV.VN - Prime Minister Pham Minh Chinh on August 2 signed an official dispatch, directing an urgent response to the recent flash floods, landslides, and heavy downpours that have severely devastated the provinces of Dien Bien and Son La in the northern region, and Nghe An in the central region.

The directive notes that in recent days, heavy rain has triggered flashfloods, landslides, and inundations, causing significant loss of life, property, and infrastructure, while seriously disrupting local livelihoods and production in the affected provinces.
To ensure timely recovery and stabilise people’s lives, the Prime Minister has requested that the affected localities in collaboration with relevant ministries in charge of national defence, public security, environment, construction, trade, science and technology, health, education, and tourism implement the fastest and most determined response possible.
Local authorities are required to promptly assess the needs for food, clean water, and other essentials, and ensure swift delivery of relief supplies to affected residents. The Prime Minister emphasised the use of the “four-on-the-spot” strategy - local forces, local equipment, local materials, and local leadership - to accelerate recovery and prevent anyone from going hungry, thirsty, cold, or being left without shelter.
One of the key priorities outlined in the dispatch is the immediate repair and restoration of power and telecommunications systems to ensure uninterrupted and timely communication. Military and police forces, as well as youth volunteers, are deployed to assist residents in repairing homes and transport infrastructure.
Damaged healthcare facilities must be quickly restored to ensure medical treatment for the injured and maintain public health. Similarly, schools must be repaired promptly to prevent disruptions to the upcoming academic year.
The Prime Minister tasked the Ministry of National Defence and the Ministry of Public Security with mobilising units stationed in affected areas to support relief efforts, including transporting food, drinking water, dry provisions, instant noodles, medicine, and medical supplies to isolated communities. If needed, air transport should be deployed to deliver aid to inaccessible areas.
The Ministry of Natural Resources and Environment is to assist localities in recovering agricultural production, including the provision of drinking water, disinfectants, environmental sanitation materials, seeds, livestock, and veterinary supplies.
The Ministry of Construction is to urgently assist in repairing roads damaged by landslides and ensuring traffic flow, especially on National Highway 12 and National Highway 7.
The Ministry of Health will provide disinfectants, medicine, and medical equipment to support local medical services and epidemic prevention following the floods.
The Ministry of Education and Training is tasked with helping schools clean up and repair facilities, and ensure the timely provision of textbooks, teaching aids, and school supplies for the new academic year.
In another development, Deputy Prime Minister Ho Duc Phoc signed the Prime Minister’s Decision No. 1653 dated August 2, approving emergency financial support for the provinces of Son La, Dien Bien, and Nghe An to address the aftermath of recent floods.
Accordingly, a total of VND250 billion will be allocated from the central government's 2025 contingency budget to help the three localities recover and stabilize residents’ lives after the disaster. VND100 billion will be allocated for Dien Bien, VND50 billion for Son La, and VND100 billion for Nghe An.
Subsequent floods caused by Typhoon Wipha in Nghe An, Dien Bien and Son La provinces have resulted in multiple deaths and missing persons. Tens of thousands of homes and large areas of agricultural land have been submerged.
