Government leader calls for greater efforts to boost social housing development

VOV.VN - Prime Minister Pham Minh Chinh called for the participation of the Government, State, people, and businesses in dealing with difficulties to promote social housing development at a conference held to discuss this issue on March 16 in Hanoi.

The conference was also held online, connecting 63 provinces and cities across the country and featuring the participation of Deputy Prime Minister Tran Hong Ha; leaders of ministries, agencies, and experts; alongside representatives from financial institutions, banks, and real estate associations.

From 2021 to late 2023, the whole country had 499 social housing projects, with a building scale of 411,250 houses.

Regarding planning and land fund arrangement for social housing development, the nation has currently planned 1,316 land areas with 8,611 hectares for social housing, with this figure being an increase of 5,252 hectares compared to 2020.

Due attention given to the housing needs of people, especially low-income earners and workers in industrial zones, has always been of concern to the Government and the PM and has been identified as a key task in the country's socio-economic development.

Most notably, on April 3, 2023, the PM approved a decision on investment in the construction of at least one million social housing apartments for low-income people and industrial park workers during the 2021 to 2030 period.

In addition, the VND120,000 billion programme was designed for investors and social housing buyers, as well as apartment renovation and reconstruction projects that can borrow at low interest rates.

Recently, some localities have accelerated the progress of projects, initially showing positive results of this policy. However, although some key localities have great demand for social housing, construction investment remains limited compared to the projects' goals.

In his opening speech, PM Chinh stated that developing social housing and housing for workers is both one of the pillars of social welfare policies and an effective solution in which to further spur socio-economic development.

The Vietnamese Party and State determines that national construction and development should be based on three pillars, namely building a socialist democracy, building a socialist rule-of-law State, and developing socialist-oriented market economy, PM Chinh said.

This thorough perspective puts people at the centre, the subject, the goal, the driving force, and resource for development, without sacrificing progress, equity, social security, and the environment in pursuit of growth, he went on.

The Government leader clearly stated that social housing development is in accordance with the Party’s guidelines and policies, as well as with the cultural - historical traditions and social ethics of the nation.

At the conference, the cabinet leader suggested discussing and clearly pointing out what has been done and what has not been done; objective and subjective causes, lessons learned; key issues that need to be resolved, proposed, and recommended to the Government, the Ministry of Construction, and other relevant ministries, sectors, and localities.

He also emphasized that provinces and centrally run cities must exert greater efforts to speed up social housing development projects in the spirit of "harmonious benefits, shared risks; the perspective that resources originate from thinking, motivation comes from innovation, strength comes from the people".

Delegates at the conference focused their discussion on problems related to mechanisms, policies, investment procedures, land procedures, planning, and site clearances that affect the progress of deploying social housing construction investment projects recently, while proposals and solutions were also put forth with a view to accelerating project implementation.
