Ho Chi Minh City launches upgraded technology exchange platform
The Ho Chi Minh City Department of Science and Technology on March 20 launched a new version of its technology exchange platform at techport.vn, marking a major step forward in developing the city’s science and technology market infrastructure.
The upgraded platform represents a comprehensive shift from a simple information-sharing model to a managed online technology trading system, enabling monitoring and measurement of real transaction outcomes. It is built on three pillars, namely new tradable technology products, a modern digital platform, and an improved operational model.
Technology data on the platform is structured into four layers, including intellectual property such as patents and utility solutions, research outcomes, technical know-how, and machinery and production lines. This structure helps businesses more easily identify and select technologies suited to their needs and absorption capacity.
The system manages technology profiles throughout the entire transaction lifecycle from listing and matchmaking to negotiation, contract signing, and post-transfer monitoring. It also integrates key indicators such as technology readiness levels (TRL), intellectual property status, and other relevant metrics.
A real-time dashboard ensures transparency by publishing essential data, including the number of listings, demand requests, successful matches, signed contracts, and total transaction value, along with analyses by strategic technology sectors. These data serve both as a basis for evaluating the platform’s performance and as evidence for policymaking.
The platform also brings together a network of consulting organisations, industry associations, enterprises, and financial institutions to support specialised processes such as demand standardisation, valuation, legal and financial consulting, and contract negotiation. This is expected to significantly improve the feasibility and quality of technology transactions.
According to Deputy Director of the Department Nguyen Hoang Bao Tran, the market does not lack technology but successful transactions. The redesigned platform therefore focuses on turning technological demand into concrete deals and practical applications.
After years of operation, the platform has handled thousands of technology requests, supported over 280,000 supply-demand connections, and automatically shared nearly 3,000 technologies and equipment nationwide, gradually forming a broad innovation ecosystem.
On the occasion, 12 technology transfer contracts worth nearly VND19 billion (over US$720,000) were signed between enterprises and research organisations.
