Hanoi targets global city goal with per capital income nearing US$100,000

VOV.VN - Authorities in Hanoi are seeking public feedback on a comprehensive master plan for the Vietnamese capital that outlines long-term development goals over the next 100 years, including a target of per capita income approaching US$100,000 by 2065.

The draft Capital Master Plan is open for comments from government agencies, organisations, individuals and local communities from March 12 to 23.

According to the proposal, the planning area covers the entire administrative boundary of Hanoi, with a total natural area of around 335,984 hectares (3,359.84 square kilometers).

The plan projects that Hanoi’s population will reach 9.05 million in 2025, rising to 11.5–12 million by 2030, 12–14 million by 2035, and 15–16 million by 2045.

By 2065, the city’s population is expected to reach 17–19 million, with long-term planning aiming to maintain the population at under 20 million thereafter.

According to the proposed growth scenario, Hanoi aims to maintain Gross Regional Domestic Product (GRDP) growth of around 11% annually during 2026–2030, with per capita GRDP exceeding US$12,000 by 2030.

During 2031–2035, the capital is expected to sustain a similar 11% annual growth rate, lifting per capita GRDP to about US$18,800 by 2035.

For 2036–2045, growth is projected to remain at roughly 11% per year, with per capita GRDP reaching around US$42,000 by 2045. Between 2046 and 2065, the rate is expected to moderate to about 5% annually, while per capita GRDP is projected to approach US$95,000 by 2065.

By 2035 Hanoi aims to become a “civilised, modern and happy” capital city rooted in cultural heritage, while developing into a green and smart metropolis. The city is envisioned as a place that brings together cultural excellence and deep international integration, becoming one of the safest, friendliest and most attractive destinations, and serving as an important national centre for the economy, finance, trade and services.

At the same time, Hanoi is anticipated to emerge as a leading education and healthcare centre in the Asia-Pacific, as well as a hub for research and development in strategic technologies and innovation. The city would also serve as a regional growth driver and a core node in national, regional and global value chains, while maintaining political stability and social well-being.

By 2045, the capital is set to become a major innovation centre in the Asia-Pacific, attracting knowledge and technology, with a high quality of life and a civilised, safe and happy society comparable with capitals in developed Asian countries.

By 2065, Hanoi is envisioned as a global city, on par with leading capitals worldwide and among those with the highest standards of living and levels of happiness.

With a 100-year vision, Hanoi aims to develop into a global metropolis characterised by heritage, intelligence, innovation and ecological sustainability.

In terms of urban restructuring, the plan proposes shifting Hanoi’s development model towards a multi-polar, multi-centre urban structure, combined with a multi-layered spatial framework to better distribute population, production areas, services and infrastructure.

The 100-year master plan also defines nine major spatial axes for urban and economic development. Compared with the general master plan for the capital approved in late 2024, which identified five key spatial axes, including the Red River, West Lake–Ba Vi, West Lake–Co Loa, Nhat Tan–Noi Bai, and the southern Hanoi axis - the new overall proposal adds four additional axes, each assigned specific roles and functions.
