Party chief stresses urgency in developing strategic technologies
VOV.VN - Party General Secretary To Lam has called for the prompt establishment and issuance of a list of strategic technologies, along with the development of research centers, testing facilities, and national key laboratories dedicated to these technologies.

In his concluding remarks, Party General Secretary To Lam who also heads the committee hailed the comprehensive progress made since the first meeting, highlighting the timely issuance of Resolution No. 193, which introduced 12 pilot mechanisms and policies to translate the Politburo’s Resolution No. 57 into practice.
He also noted positive advancements in digital transformation within Party organizations, particularly the practical benefits brought to citizens and businesses through the implementation of Scheme 06. These efforts, he said, lay a crucial foundation for establishing a National Data Center in the near future.
However, the Party leader also pointed out several areas requiring urgent action. He underlined the need to integrate the implementation of Resolutions No. 57 and No. 18 to restructure the governance system from the central to local levels, ensuring its conformity with scientific and technological applications, innovation, and seamless coordination with all three levels of government.
He further stressed the importance of resolving policy and institutional bottlenecks to secure resources and manpower for carrying out Resolution No. 57.
'Budget projections for 2025 must allocate at least 3% of total spending to science, technology, innovation, and digital transformation, with this figure increasing to 2% of GDP over the next five years. There should be a focus on developing research centers, testing facilities, and national key laboratories for strategic technologies, alongside policies to support and incentivize individuals and organizations engaged in these activities. Additionally, institutional frameworks must be refined to establish an investment fund dedicated to scientific and technological development, innovation, and digital transformation,' To Lam underscored.
He also asked ministries and localities to speed up the completion of digital infrastructure and platforms, particularly the National Data Center on businesses and land.
It is imperative to proactively select and introduce technological solutions and innovations into practical applications, particularly those developed by businesses that have demonstrated effectiveness, he went on. Lam advocated a 'learn by doing' approach, ensuring evaluation before large-scale implementation.
Regarding artificial intelligence, he identified AI as a cutting-edge, breakthrough technology and called for immediate research, development, and application in public administration, scientific research, and digital transformation.
He also reiterated the urgency of establishing and issuing a list of strategic technologies, formulating a National Program for the Development of Strategic Industrial Technologies, and launching initiatives to build a network of research centers, testing facilities, and national key laboratories focused on strategic technologies. In addition, he also called for the establishment of an investment fund to propel the growth of strategic industries forward.
