Vietnam has reiterated its viewpoint that the best way to protect the population is to prevent wars and conflicts and address the root causes of conflicts and social tensions, which lie in poverty and economic underdevelopment.

Vietnam highly values the contribution of the UN mission in the Central Africa Republic (CAR) and Chad (MINURCAT) to the management and resolution of conflicts in Chad and the facilitation of humanitarian assistance in its areas of operations.

Progress has been made in putting into action policies for ethnic minority groups since a Party resolution on ethnic affairs was adopted five years ago, said Ha Thi Khiet, a Party Secretary.
