Vietnam, Japan bolster defence ties at 11th policy dialogue

Hoang Xuan Chien, Politburo member, Standing Board member of the Central Military Commission, and Deputy Minister of National Defence of Vietnam, co-chaired the 11th Vietnam-Japan Defence Policy Dialogue with Japan’s Vice Minister of Defence Kano Koji in Fukuoka, Japan, on February 10.
During the dialogue, both sides compared notes on global and regional issues of mutual concern.
Chien reaffirmed Vietnam’s steadfast foreign policy of independence, self-reliance, peace, friendship, cooperation, and development, alongside its commitment to multilateralisation and diversification of external relations. He emphasized that Vietnam stands ready to collaborate with other countries and international organisations to promote peace and development while firmly upholding its “Four No’s” defence policy.
Regarding the East Sea issue, he underscored the importance of respecting international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the Declaration on the Conduct of Parties in the East Sea (DOC), while urging for accelerated negotiations to finalise an effective and substantive Code of Conduct in the East Sea (COC).
For his part, Kano underscored the significance of Japan’s defence ties with Vietnam, affirming Japan’s commitment to upholding international law and fostering an environment of peace, friendship, cooperation, and development. He expressed confidence that the candid and constructive discussions at the dialogue would further enhance Vietnam-Japan defence cooperation in a practical and effective manner.
Chien noted that since the 10th defence policy dialogue, bilateral defence cooperation has expanded across multiple areas, including high-level delegation exchanges, military education and training, capacity-building, the defence industry, UN peacekeeping operations, war legacy remediation, military medicine, humanitarian assistance, search and rescue, and coordination at multilateral forums.
Kano hailed Vietnam’s role in promoting regional and global peace and cooperation, as well as the country’s achievements in its struggle for national independence and reunification, and its ongoing economic development. He welcomed the steady progress in bilateral defence cooperation.
Chien proposed that Japan increase training opportunities and scholarships for Vietnamese officers while continuing its support for Vietnam’s participation in UN peacekeeping missions and war legacy remediation efforts. He also affirmed Vietnam’s backing for Japan’s deeper engagement in multilateral forums that contribute to regional peace, stability, and cooperation, particularly within ASEAN-led frameworks.
Both sides acknowledged the significant strides made in defence cooperation while recognising further potential for deeper collaboration. They pledged to solidify bilateral defence ties by focusing on the areas and mechanisms agreed upon during the dialogue.
On this occasion, Chien invited Kano to visit Vietnam for the 12th edition of the dialogue.
At the conclusion of the event, the two delegation heads signed the minutes of the 11th Vietnam-Japan Defence Policy Dialogue.
