UN upgrades Vietnam’s peacekeeping police unit to Level 3 readiness

VOV.VN - The United Nations has officially upgraded Vietnam’s Formed Peacekeeping Police Unit No.1 (VNFPU1) to Level 3 under the UN Peacekeeping Capability Readiness System (PCRS), according to a recent notification from the Police Division of the UN Department of Peace Operations (DPO).

The upgrade, from Level 2 to Level 3, marks a significant step forward in Vietnam’s operational capacity, credibility and sustained commitment to global peacekeeping efforts, the notification said.

The achievement is a source of pride for Vietnam’s People’s Public Security forces and serves as clear evidence of the country’s long-term commitment to peace, stability and international cooperation at a time of continued global uncertainty.

From a foreign affairs perspective, attaining Level 3 places VNFPU1 in a more proactive position within the UN’s force generation and allocation mechanism, increasing the likelihood of early deployment to key mission areas.

As a result, the voice and experience of Vietnam’s police forces are expected to have a broader impact, contributing directly to security stabilisation and the strengthening of the rule of law in host countries, while reinforcing bilateral and multilateral security cooperation.

Alongside meeting technical benchmarks, the elevation to PCRS Level 3 carries strategic significance, underscoring the growing role and credibility of Vietnam’s police forces within the global peacekeeping architecture.

The UN’s decision reflects comprehensive readiness across organisational structure, personnel strength, command and staff functions, as well as proven operational capability demonstrated through on-site assessments and inspections.

According to UN evaluations, VNFPU1 meets international standards in equipment, technical assets, self-sustained logistics, medical support, communications and training, all of which are compatible with mission environments. Units at Level 3 are trained in an integrated manner based on mission scenarios, enabling effective coordination, the handling of complex situations, and strict compliance with UN principles and regulations.

At the strategic level, achieving PCRS Level 3 signals Vietnam’s strong commitment and high credibility as a troop- and police-contributing country. It is widely viewed as an important stepping stone toward actual deployment, while reaffirming the professionalism, discipline and international integration of Vietnam’s People’s Public Security forces.

For the Ministry of Public Security’s peacekeeping contingent, the milestone marks a maturation in both mindset and approach, signalling a shift from symbolic presence to substantive contribution.

The unit has been developed along modern, internationally standardised lines, with balanced emphasis on professional competence, political integrity and humanitarian values. Training programmes increasingly prioritise skills for working with local communities, the handling of gender-sensitive situations, and the protection of vulnerable groups.

This progress represents the concrete implementation of resolutions adopted by the 14th National Party Congress in security and external relations.
