Top Vietnamese leader pushes “Three Connections” strategy in talks with Thai PM
VOV.VN- Party General Secretary and State President To Lam has proposed the two countries swiftly establish a joint working group to promote the “Three Connections” strategy, including supply chain connectivity, connectivity between businesses and localities, and connectivity between sustainable development strategies.
Party General Secretary and State President To Lam held talks with Prime Minister Anutin Charnvirakul following an official welcome ceremony in Bangkok on the morning of May 28 hosted by Thai Prime Minister Anutin Charnvirakul and his spouse.
At the talks, PM Anutin Charnvirakul warmly welcomed To Lam on his official visit to Thailand, stressing that the trip carries important significance as the two countries celebrate the 50th anniversary of diplomatic ties (1976-2026), while also reflecting the high level of political trust between the two nations.
Thanking PM Anutin Charnvirakul, the Thai Government and people for the warm and thoughtful reception extended to the Vietnamese delegation, To Lam affirmed that Vietnam always attaches importance to and wishes to further develop the Comprehensive Strategic Partnership with Thailand.
Amid global geopolitical and economic challenges, Vietnam and Thailand have maintained stability and development, further affirming their increasingly important role and position in the region and the world, he said.
To Lam congratulated Thailand on its achievements in socio-economic development, economic recovery and maintaining its position as one of Southeast Asia’s major economies and a leading global tourism power. He also highly valued Thailand’s efforts in promoting science and technology, the digital economy and digital transformation, expressing confidence that under the leadership of Prime Minister Anutin Charnvirakul, Thailand will continue to record new achievements in implementing socio-economic development plans and enhancing its role and standing in the region and globally.
At the talks, the two leaders highly valued the strong, comprehensive and substantive progress in bilateral ties in recent years, with political trust further consolidated, defence-security cooperation becoming increasingly substantive and emerging as one of the key pillars of bilateral relations, while economic, trade and investment cooperation has continued to grow positively.
Cooperation between localities, as well as in culture, education, tourism and people-to-people exchanges, has also expanded through increasingly diverse and substantive forms.
Discussing directions to further deepen the Comprehensive Strategic Partnership in the coming period, the two leaders expressed readiness to accompany and support each other in development.
The two sides agreed to continue consolidating political trust through maintaining high-level and all-level exchanges across all channels, improving the effectiveness of existing bilateral cooperation mechanisms, convening the fifth Joint Cabinet Retreat between Vietnam and Thailand in Thailand, and
soon organising a meeting of the Joint Commission on Bilateral Cooperation between the two foreign ministers.
They also consented to further deepen defence-security cooperation, strengthen coordination in combating transnational crime, cybercrime and drug-related crime, and enhance cooperation in ensuring maritime security and safety.
To Lam proposed that the two sides continue upholding and realizing the commitment made by senior leaders of both countries not to allow any individual or organisation to use one country’s territory to conduct activities against the other, while moving towards negotiations and the signing of an Extradition Agreement and an Agreement on Mutual Legal Assistance in Criminal Matters.
In response, the Thai PM stressed that Thailand would never allow its territory to be used against friendly countries.
In the economic sphere, host and guest pledged to bolster economic cooperation and connectivity in a mutually complementary manner, with new breakthroughs and higher-quality development.
Both sides will strive to raise bilateral trade from the current US$22 billion to US$25 billion in a balanced and sustainable direction, while accelerating licensing procedures and market access for several potential agricultural products.
Anutin Charnvirakul affirmed that Vietnam is one of his nation’s leading partners in the region, noting that the two countries share many similarities and have the potential to become major global production hubs.
Expressing hope for stronger cooperation in promoting the development of the private sector in each country, the Thai PM said Thailand supports and encourages businesses from both countries to strengthen cooperation. He also spoke highly of the effective operations of Vietnamese businesses in Thailand and welcomed more Vietnamese investors to the country.
To Lam called for stronger transport and logistics connectivity, along with broader cooperation in emerging areas such as artificial intelligence, digital transformation, the digital economy, the green economy, innovation and just energy transition.
Both leaders also concurred to beef up science and technology cooperation, particularly in new areas such as artificial intelligence and semiconductor technology.
The Thai PM proposed that the two countries study the possibility of joint projects in biotechnology and microbiology, adding that Thailand is ready to share experience with Vietnam in space technology applications and satellite use.
The two leaders underscored the importance of strengthening people-to-people exchanges and cooperation in culture, education, tourism and between localities.
The top Vietnamese leader suggested that the two sides share information and experience in tourism development, promote cooperation in tourism product development and destination connectivity, particularly in areas of shared strength such as marine tourism, cultural tourism and culinary tourism.
Both sides agreed to continue creating favourable conditions for the Vietnamese community in Thailand and the Thai community in Vietnam, while strengthening Vietnamese language teaching in Thailand and Thai language teaching in Vietnam to deepen mutual understanding.
The two countries will also preserve and promote historical and cultural sites associated with bilateral friendship, including memorial sites dedicated to President Ho Chi Minh in Thailand.
The two sides affirmed that they will continue coordinating closely and supporting each other at regional and international forums, promote ASEAN centrality and strengthen intra-bloc solidarity, while enhancing cooperation within APEC and Mekong sub-regional cooperation mechanisms.
They also laid stress on the importance of maintaining peace and stability, ensuring security, safety and freedom of navigation and aviation, and resolving disputes through peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
They will direct ministries and agencies to promptly realize the important outcomes achieved during the visit, with the aim of promoting more substantive and effective Vietnam-Thailand relations in the coming period.
Following the talks, To Lam and Prime Minister Anutin Charnvirakul witnessed the signing ceremony for the Action Programme to implement the Vietnam-Thailand Comprehensive Strategic Partnership for the 2026-2031 period and the exchange of cooperation documents in science-technology and education.
The cooperation documents include the Action Programme to implement the Vietnam-Thailand Comprehensive Strategic Partnership for 2026-2031; a diplomatic note confirming that Thailand’s Ministry of Higher Education, Science, Research and Innovation will assume the functions and responsibilities of the former Ministry of Science and Technology and continue implementing agreements signed with Vietnam’s Ministry of Science and Technology; a memorandum of understanding on cooperation in developing a maintenance, repair and operations centre project between Vietjet and Thailand’s Eastern Economic Corridor Office; and a memorandum of understanding on cooperation between the National Academy of Public Administration and Khon Kaen University of Thailand.
On the occasion, To Lam and PM Anutin Charnvirakul jointly launched the logo marking the 50th anniversary of Vietnam-Thailand diplomatic relations.
The logo symbolises the journey of shared development and sustainable partnership between the two countries. The number “5” features dynamic curves representing movement and momentum, showing Vietnam’s dynamism and continuous efforts towards future development. The number “0” is designed as a circle symbolising stability, balance and a solid foundation, reflecting the unity and harmony underpinning bilateral relations.
The design incorporates the colours of the two national flags - red, blue, white and yellow- blended seamlessly to represent close cooperation. The number “50” also symbolises half a century of cooperation and development toward shared prosperity for both nations.
