Top Vietnamese leader presents appointment decisions to Government members
VOV.VN - The foremost task of the new-term Government is to create a development environment, open up growth space, generate new growth drivers and improve implementation capacity to achieve set targets.
Party General Secretary and State President To Lam made the statement at a conference held at the Presidential Palace on April 8 to announce Politburo decisions appointing the Executive Committee, Standing Committee, Secretary and Deputy Secretaries of the Government Party Committee, and decisions appointing cabinet members for the 2026-2031 term.
Those also in attendance included Prime Minister Le Minh Hung; former Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; and Standing member of the Party Central Committee (PCC) Secretariat Tran Cam Tu.
At the ceremony, To Lam presented Politburo decisions appointing the Executive Committee, Standing Committee, Secretary and Deputy Secretaries of the Government Party Committee to its Secretary, Prime Minister Le Minh Hung, and other standing members. He also presented appointment decisions to Pham Gia Tuc, Standing Deputy Prime Minister; General Phan Van Giang, Deputy Prime Minister and Minister of National Defence; Deputy Prime Ministers Pham Thi Thanh Tra, Ho Quoc Dung, Nguyen Van Thang and Le Tien Chau; and ministers and heads of ministerial-level agencies of the Government for the 2026-2031 term.
Speaking at the conference, To Lam congratulated Le Minh Hung on his election by the National Assembly as Prime Minister, and other officials approved by the legislature and appointed by the State President as Deputy Prime Ministers, ministers and heads of ministerial-level agencies for the 2026-2031 term. He also acknowledged the important contributions of the 2021-2026 Government.
He said the new term must go beyond continuity and move to a higher stage of development, with outcomes measured by people’s quality of life and the country’s position and prestige. He stressed that the foremost task is to create a development environment, open up growth space, generate new growth drivers and improve implementation capacity.
He said macroeconomic stability must be maintained, major balances strengthened and risks controlled, while new growth drivers must be created to achieve high and sustainable growth.
Double-digit growth, he said, should not rely on administrative orders or excessive investment, but on strong institutional reform, higher productivity, the mobilisation of all social resources, the removal of barriers to private investment in priority sectors, innovation, the quality of human resources and the real competitiveness of the economy.
He said the Government needs to improve its capacity to implement Party and National Assembly resolutions and State laws, ensuring that policies are implemented more quickly, transparently and consistently, enabling people and businesses to feel confident to invest, innovate and operate legitimately, and making each state management decision a driver of development.
He said each Government member must take responsibility for national tasks within their assigned areas, and each ministry and sector must move beyond narrow institutional thinking, placing national interests, overall economic efficiency and the convenience of people and businesses first. Science and technology, innovation and digital transformation must be regarded as the foundation of the new growth model.
Ministries and sectors should proactively create space for policy experimentation, support the application of new technologies, develop shared data, improve online public services and advance the digital economy, digital society and digital citizenship to raise labour productivity.
He called for stronger improvements to the investment and business environment, while ensuring fast and sustainable development of the private sector and Vietnamese entrepreneurs.
The Government must guarantee the freedom to conduct business, property rights, fair competition and access to resources and development opportunities in accordance with the law, eliminate discriminatory practices, the “ask-give” mechanism, harassment and informal costs, and continue to cut administrative procedures and business conditions.
He underlined the need to build a Government that is clean, strong, united, disciplined, close to the people and serving the people.
He also called for tackling impatience, formalism, achievement-driven behaviour, dogmatism, populism, avoidance of responsibility, buck-passing and the gap between words and actions. People, he said, judge the Government not by words but by results and real changes in daily life.
On behalf of the Government and the Government Party Committee, PM Le Minh Hung said all directions of the Party General Secretary and State President would be translated into concrete, decisive and effective action programmes from the early days of the new term.
Addressing members of the Government Party Committee and the new Government, he said honour goes hand in hand with responsibility as the country stands at the threshold of major opportunities and challenges. He asked officials to uphold unity, discipline and determination, continuously improve their capacity and integrity, take responsibility and act decisively and effectively.
He said priority will be given to building a clean, strong, effective and efficient Government and state administrative system from central to local levels that truly serves the people.
On this occasion, To Lam and Le Minh Hung presented flowers to former Prime Minister Pham Minh Chinh in recognition of his great efforts to fulfill assigned tasks.
