Top Vietnamese leader: Investment in young scientists most strategic for Vietnam-China future ties

VOV.VN - Party General Secretary and President To Lam has expressed his confidence that investing in people, education and young scientists is the most strategic investment for the future of relations between the two countries.

General Secretary and President To Lam, his spouse and a high-level Vietnamese delegation attended the Vietnam-China Forum on Higher Education, Science, Technology and Innovation, jointly organised by China’s Ministry of Education and Vietnam’s Ministry of Education and Training, where he delivered a policy speech at Tsinghua University.

Those also in attendance were the high-level Vietnamese delegation; Yin Li, member of the Political Bureau of the Communist Party of China Central Committee and Secretary of the Beijing Municipal Party Committee; leaders of China’s Ministry of Education and Vietnam’s Ministry of Education and Training; along with a large number of professors, lecturers and students of Tsinghua University.

Addressing faculty members and students, General Secretary and President To Lam said Tsinghua University has trained great friends of the Vietnamese people, including Xi Jinping, General Secretary and President of China, and many other leaders of the Party and State of China. He stressed that Vietnam and China are neighbouring countries having many similarities in culture and traditions. Nature has placed the two countries and peoples side by side.

Geography has connected them with mountains linked to mountains and rivers linked to rivers, while history has bound them through thousands of years of exchanges. The peoples of both countries have nurtured this relationship with sincere affection and a common aspiration for peace, stability and development. The Party, State and people of Vietnam consistently regard developing relations with China as an objective requirement, a strategic choice and a top priority in Vietnam’s foreign policy of independence, self-reliance, self-strengthening, multilateralisation and diversification.

This is a consistent view stemming from the fundamental and long-term interests of both countries, in line with the aspirations of their people and of great significance for peace, stability, cooperation and development in the region and the world.

The top Vietnamese leader expressed his pleasure at the positive progress in cooperation between Vietnamese educational and research institutions and Tsinghua University. Leaders of both sides have identified priority areas such as artificial intelligence, semiconductors, science and technology, and the training of high-quality human resources. These are the right and necessary directions and should be further expanded in the time ahead.

At present, around 25,000 Vietnamese students are studying in China. This shows the growing depth of educational exchanges between the two countries. He said each Vietnamese student in China, including those at Tsinghua University, serves as a bridge of friendship, a cultural envoy, and a representative of the Vietnamese youth’s spirit of learning, aspiration and drive for progress. Likewise, Chinese students studying, researching and gaining practical experience in Vietnam contribute to deepening mutual understanding between the two nations’ people.

He said that in the time ahead it is necessary to further consolidate the political and social foundations of Vietnam-China relations. For bilateral ties to develop in a stable, healthy and sustainable manner over the long term, they must be built on political trust, mutual respect, mutual understanding between the peoples, and the shared determination of successive generations of leaders of both Parties and countries. Lasting friendship must be passed down from one generation to the next and nurtured among the people, especially the youth. Therefore, alongside high-level exchanges and cooperation among ministries, sectors and localities, greater attention should be given to people-to-people exchanges, youth exchanges, scholarly exchanges, and cooperation in culture, education and tourism, so that every citizen and every young person of both countries sees their responsibility in preserving and enriching Vietnam-China friendship.

He proposed stronger progress in substantive cooperation, with strategic connectivity as the focus, concrete effectiveness as the measure, and the interests of the two peoples as the goal. Science, technology, innovation and digital transformation should become new bright spots and new pillars of Vietnam-China relations in the new period.

He noted that Vietnam is entering a new development period in which science, technology, innovation and digital transformation are identified as key drivers to achieve strategic goals by 2030 and 2045. He affirmed that Vietnam attaches special importance to cooperation with China in areas where the two sides can complement each other and develop together, particularly in artificial intelligence, big data, cloud computing, semiconductors, automation, robotics, green technology, biotechnology, new materials, clean energy and other strategic technology sectors. He expressed the hope that in the coming period, Vietnam-China cooperation will not only grow stronger in trade and investment but also in knowledge, technology, innovation and the capacity to shape the future.

In that direction, education and training and the development of high-quality human resources must be a priority among priorities. To advance rapidly in the 21st century, Vietnam needs a new generation with a solid scientific foundation, the ability to master modern technology, innovative thinking and strong capacity for international integration. Vietnam hopes that more of its students, PhD students and young scientists will study and conduct research at leading educational and research institutions in China, including Tsinghua University. He expressed the hope that Tsinghua University will continue to expand cooperation with Vietnamese universities and research institutes, enhance student and scholar exchanges, joint training programmes, research cooperation joint research groups and joint laboratories in key fields.

He underscored the need to further deepen friendly ties between the youth of the two countries, enabling the younger generation to become both the inheritor of friendship and a pioneering force in shaping the future. To Lam expressed the hope that young people of Vietnam and China will not only learn from one another but also innovate together, start businesses together and jointly address major development challenges, from education, healthcare, environment and energy to smart cities, green agriculture and the digital economy. Alongside expanded cooperation, both sides should continue to maintain a peaceful and stable environment, strengthen strategic coordination and properly handle remaining differences.

Correctly inheriting the legacy of friendship built by previous generations, with trust as the foundation, substantive cooperation as the driver, science, technology and innovation as a breakthrough, and youth as a bridge for the future, he expressed confidence that Vietnam-China relations will continue to develop in a good, healthy, stable and sustainable manner, bringing practical benefits to the people of both countries and contributing to peace, cooperation and development in the region and the world.

On this occasion, General Secretary and President To Lam signed the guestbook, expressing his admiration for the dedication of teachers and the spirit of learning among students in building a high-quality and effective educational environment at Tsinghua University.
