PM Chinh orders swift action to address flood damage in central Vietnam

VOV.VN - Prime Minister Pham Minh Chinh has asked the Ministry of Finance to immediately disburse funds to help localities recover from severe flooding, including VND150 billion (US$5.9 million) for Hue City and VND100 billion (US$3.9 million) each for central Quang Ngai and Quang Tri provinces through an expedited process.

The Government leader chaired an urgent meeting session with ministries and agencies to discuss rapid recovery measures following the historic floods that struck several central provinces in Hanoi on October 29.

PM Chinh described this as an exceptionally severe flood spell, with rainfall reaching unprecedented levels in several areas. The Government and the Prime Minister had earlier issued prompt and comprehensive directions to prepare for and respond to the disaster, keeping close watch on developments to ensure timely and effective action.

So far, three official telegrams have been issued under his direction. Deputy Prime Minister Tran Hong Ha has been assigned to chair coordination meetings with relevant ministries and localities, and is currently inspecting and overseeing flood response efforts in the central region.

Emphasizing the importance of timely and accurate reporting, PM Chinh hailed the efforts of local Party committees, authorities, the political system, and residents in coping with and overcoming the disaster’s aftermath. He also instructed ministries and localities to urgently compile and update preliminary damage reports to submit to the Politburo, the Party Secretariat, and competent agencies.

“Local Party committees and authorities must support affected residents, especially families with fatalities, missing persons, or those in difficult circumstances. Immediate assistance must be provided for funeral arrangements, medical care for the injured, and relocation of people from areas at risk of landslides, flash floods, or inundation.  It is imperative to carry out these actions decisively, while ensuring food, water, and essential goods for all affected communities,” PM Chinh stressed.

He said that all possible means must be used to deliver aid to residents stranded in isolated or deeply flooded areas. The military is to deploy helicopters for relief missions where necessary, while the Ministry of Public Security must direct police forces to join rescue operations.

The Government chief also instructed the Ministry of Industry and Trade and the Ministry of Science and Technology to work with major state-owned corporations such as EVN, VNPT, and Viettel to restore electricity and telecommunications services as soon as possible, ensuring timely and accurate information flow to the public. Recovery planning should begin immediately after the floodwaters recede, particularly for schools, to ensure that no one is left hungry or cold.

Relevant forces and localities must prepare to clean up debris, deal with environmental sanitation, prevent disease outbreaks, and promptly resume production activities. Damage assessments must be conducted accurately and reported to higher authorities in line with regulations.

“The Ministry of National Defense, the Ministry of Public Security, and Military Region 5 must deploy boats and canoes to assist with rescue and recovery. The Ministry of Finance must manage state reserves and swiftly allocate VND150 billion to Hue, and VND100 billion each to Quang Ngai and Quang Tri through a simplified procedure. The Ministry of Agriculture and Environment and the Ministry of Health need to handle issues related to chemicals, medicine, and seeds. Localities must stay updated on supply and food stockpiles to ensure proper support,” he emphasized.

PM Chinh assigned Deputy Prime Minister Tran Hong Ha to remain on-site to oversee response efforts within his authority. The Government Office was tasked with compiling reports from ministries and localities by 4 p.m. on October 29 for submission to the Politburo and the Party Secretariat.

He also directed media agencies to closely follow and provide accurate, timely updates, particularly from the field, on recovery and relief operations. All relevant agencies, units, and localities must promptly carry out assigned duties, closely monitor developments, and take precise, timely actions within their mandates.
