PM Chinh: Laws must be enforced without delay to keep pace with reality

VOV.VN - Prime Minister Pham Minh Chinh chaired the second thematic session on lawmaking on April 18 in Hanoi to discuss and provide feedback on several draft laws scheduled for submission to the National Assembly’s upcoming 9th session.

Delegates reviewed and gave opinions on proposed amendments to multiple laws, including the Law on Planning; the Law on State Budget; the Law on Bidding; the Law on Investment under the Public-Private Partnership (PPP) model; and revisions to the Law on Customs, the Law on Export and Import Duties, the Law on Investment, the Law on Public Investment, and the Law on Management and Use of Public Assets. They also discussed proposed amendments to the Law on Enterprises and the Law on Credit Institutions.

In his speech, PM Pham Minh Chinh said that the Government is expected to submit 63 documents and reports to the 9th session of the National Assembly, including 37 laws and resolutions. He emphasized that this is a substantial and important workload that will have far-reaching impacts on the economy and society.

Given the complexity, scope, and urgency of the task, the Government leader called on ministries and agencies to devote greater time and resources to finalizing the legal framework, as well as drafting guiding decrees and circulars.

He pointed out that businesses have raised concerns about institutional bottlenecks, excessive administrative procedures, and delays in policy implementation. As real-world developments are evolving rapidly, the legislative process must be equally fast and decisive.

“Ministries, sectors, and localities have been proactive and innovative in drafting laws. But when it comes to implementation, we must act swiftly, efficiently, and in line with real-world demands. If not, we risk falling behind and missing critical opportunities. Flexibility and creativity are essential in this process,” the PM stressed.

He urged a complete departure from the mindset of “banning what cannot be managed,” and laid stress on the need to enhance delegation and decentralization along with effective inspection and oversight mechanisms.

The Government chief also called for streamlining all unnecessary administrative procedures, strengthening administrative sanction powers with clear and specific provisions, and ensuring clearly defined responsibilities, authority, timelines, and progress so that once laws take effect, they can be implemented effectively and deliver practical results.
