Party chief urges Hanoi to unleash potential, lead national development

VOV.VN - Party General Secretary To Lam has underscored the need for Hanoi, given its special position as the capital with a thousand-year history and the political-administrative center of the country, to thoroughly review and assess its socio-economic development, and vigorously unlock its potential and advantages.

General Secretary To Lam led a Party Central Committee delegation on a working visit and chaired a meeting with the Standing Board of the Hanoi Party Committee in Hanoi on June 16.

The agenda focused on the implementation of Party resolutions and conclusions, preparations for local-level Party congresses, the restructuring of local government apparatus, including consolidations and mergers, and and the city's efforts to maintain overall stability, ensure national defence and security, promote economic growth, improve social welfare and poverty reduction, raise living standards, ensure food safety, tackle environmental pollution and urban sanitation, and follow up on two notifications issued by the Party Central Office concerning the General Secretary’s previous visit and working session with the Hanoi leadership.

Opening the meeting, General Secretary To Lam stressed that in the current context, Hanoi must identify strategic breakthroughs and create substantive transformation to truly assert its leadership role in the country’s development.

He emphasized that as Hanoi transitions to a two-tier urban governance model, it is imperative to maintain internal unity and uphold the exemplary role of the city’s cadre force.

He noted that the people of the capital have always trusted and supported the Party and State's major policies. However, for effective implementation, he stressed the paramount importance of personnel work, calling it the decisive factor for success. He underlined that this must be done in line with regulations and procedures, with collective interests placed above all else. Citing recent cases where officials voluntarily stepped down without demanding compensation, he described such individuals as outstanding examples of quiet sacrifice and dedication, deserving of recognition by the entire Party and people.

The General Secretary further laid out three key tasks for the Hanoi Party Committee and authorities. As the 14th National Party Congress approaches, he called for focused leadership in organizing local Party congresses, especially at the grassroots level, which he described as a critically important political task requiring meticulous, democratic preparation in accordance with Central guidelines.

With limited time remaining, he urged the city to fulfill all 2025 targets comprehensively and with excellence. He also highlighted the need to preserve the refined cultural identity of the capital’s residents, while promoting a bold transformation of Hanoi’s urban landscape, especially in terms of environmental quality and the city’s overall appearance commensurate with its role as a national symbol.

The Party leader affirmed that while the Party Central Committee is pushing forward on many fronts, Hanoi must concentrate efforts on two major priorities: restructuring its apparatus under the two-tier governance model, and thoroughly preparing for local Party congresses leading up to the 14th National Congress. These, he said, are essential foundations for ensuring Hanoi’s sustainable development and solidifying its leading role in the country’s development.
