National Assembly holds 9th extraordinary session on urgent issues

VOV.VN - The ninth extraordinary session of the National Assembly takes place from February 12 to 19, with lawmakers working through Saturday to review and decide on a host of critical and urgent issues, including those for streamlining the government apparatus and personnel arrangements.

In recent days, the National Assembly Standing Committee and the Government have been working continuously to review the proposals submitted to the NA for this extraordinary session.

During this session, the legislature is expected to review and approve four laws and five resolutions aimed at fine-tuning institutions and operational mechanisms within the political system. It will also consider a range of other matters under its jurisdiction, including key personnel appointments.

Among the key legislative items on the agenda are amendments and supplements to the Law on Organization of the National Assembly and draft resolutions on the organization of National Assembly agencies, as well as the number of members in the 15th National Assembly Standing Committee.

Lawmakers will also review revisions to the Law on Government Organization, along with resolutions on the structure and composition of the Government for the 15th National Assembly tenure. Additionally, they will deliberate  the revised Law on Organization of Local Governments and the revised Law on Promulgation of Legal  Documents.

The session will also see the adoption of a resolution on dealing with various issues related to the restructuring of the state apparatus.

Several other major issues will be reviewed, including investment policies for the Lao Cai - Hanoi - Hai Phong railway project; special mechanisms and policies for the development of urban railway networks in Hanoi and Ho Chi Minh City through 2035; and investment policies along with special mechanisms for the construction of nuclear power plants in Ninh Thuan.

The NA will review and approve seven resolutions to promptly deal with challenges and obstacles, boosting the country’s socio-economic development, as well as special mechanisms and policies for certain projects.

It will examine a supplemental economic and social development plan for 2025, targeting a growth rate of at least 8%; a resolution piloting specific policies to remove bottlenecks in scientific, technological, and innovation activities; and a plan for additional charter capital investment for Vietnam Expressway Corporation (VEC) during the 2024-2026 period.

Personnel matters will also be a key focus, as the NA works to finalize appointments following the restructuring of its own organization and that of the Government.

Under the proposed restructuring plan, the NA will retain the Council for Ethnic Affairs and seven committees, reducing the number of NA agencies by two. It will also rename and upgrade two agencies under the National Assembly Standing Committee: the Ombudsman Committee will become the Committee for People’s Petitions and Supervision, while the Delegate Affairs Committee will be renamed the Committee for Deputies’ Affairs.

Meanwhile, the Government has proposed a new structure for the 15th tenure, comprising 14 ministries and three ministry-level agencies. This includes establishing six new ministries while maintaining eight existing ones, resulting in a reduction of four ministries and one ministry-level agency compared to the previous structure.

During the session, the NA Standing Committee will also convene to review and decide on matters within its authority, including passing resolutions on the responsibilities, powers, and organizational structure of the NA’s specialized agencies, as well as resolutions on the number of members and the approval of the membership list for these agencies in the 15th tenure.

In his opening speech, the top legislator emphasized the critical importance of this extraordinary session, which urgently addresses key issues to advance the restructuring and streamlining of the organizational apparatus. This effort is essential to meeting the nation's high demands in the new era, a matter that has garnered strong support from officials, Party members, and the public. It also lays the groundwork for organizational and personnel preparations for the 14th National Party Congress, as well as the election of deputies to the 16th legislature and the People's Councils at all levels for the 2026-2031 term.

In addition, the NA will review and make timely decisions to resolve institutional and policy-related challenges, paving the way for breakthroughs in infrastructure development, resource optimization, and the creation of new growth opportunities, all aimed at successfully achieving the goals set by the 13th National Party Congress.

The Chairman noted that during the preparatory session, National Assembly deputies reached a strong consensus and voted to approve the session’s agenda and contents. Law makers will work for 6.5 days, from February 12 to February 19, including a full working day on Saturday to deliberate and decide on key matters.

On behalf of the National Assembly Standing Committee, the NA Chairman called on deputies to uphold democracy with the principle that "work efficiency comes first." He urged them to provide sincere, frank, and high-quality feedback, drawing from their practical experience and local realities, to ensure that all agenda items are reviewed and approved with the highest level of consensus. This, he emphasized, would align with real-world demands, fulfill political responsibilities, and best meet the expectations of voters and citizens nationwide.
