National Assembly approves key resolutions at final working session

VOV.VN - The 15th National Assembly held the final working session of its 9th extraordinary meeting on February 19, voting on several important resolutions.

Lawmakers approved resolutions on the investment policy for the Lao Cai - Hanoi - Hai Phong railway project, special mechanisms for developing urban railway networks in Hanoi and Ho Chi Minh City, and investment mechanisms for the Ninh Thuan nuclear power project.

In a closed session, the National Assembly passed a resolution on additional charter capital investment for the parent company – Vietnam Expressway Corporation (VEC) for the 2024-2026 period. It also adopted urgent mechanisms for renovating, upgrading, and constructing the new Presidential Office headquarters at No. 02 Le Thach, Hoan Kiem, Hanoi.

Notably, a resolution was passed on restructuring the state apparatus. This applies to cases involving the establishment, reorganization, renaming, structural adjustments, and dissolution of state agencies in line with the Party’s policy on streamlining the political system for greater efficiency and effectiveness. It deals with issues arising during the restructuring process that are not yet covered in existing legal documents, excluding the Constitution.

The resolution takes effect immediately and remains valid until February 28, 2027.

The National Assembly also approved two additional resolutions: one on supplementing the 2025 economic and social development plan, targeting at least 8% GDP growth, and another on piloting policies to resolve obstacles in science, technology, and innovation.

The resolutions aim to reinforce the foundation for the successful implementation of the 2021-2030 Socioeconomic Development Strategy, marking a new phase of national growth and setting the stage for double-digit expansion in the 2026-2030 period.

In 2025, the focus will be on driving economic growth while ensuring macroeconomic stability, controlling inflation, balancing key economic factors, harmonizing socio- economic development with environmental protection, and safeguarding national security.

The National Assembly has adjusted key economic indicators, determining a GDP growth target of at least 8%, with the national economy projected to exceed US$500 billion in 2025.

GDP per capita is expected to surpass US$5,000, while the average consumer price index (CPI) growth rate is set at 4.5-5%.
