Laying solid foundation to elevate Vietnam’s bilateral relations to new heights
VOV.VN - The trip by Party General Secretary To Lam and his delegation to Kazakhstan, Azerbaijan, Russia, and Belarus has ended in great success, attracting major attention and praise from regional and international communities as a contribution to raising Vietnam’s profile and prestige on the global stage.

A special plane carrying General Secretary To Lam, his wife, and high-ranking delegation of Vietnam returned to Noi Bai International Airport, Hanoi on May 13, concluding a successful state visit to Kazakhstan, Azerbaijan, participation in the 80th Victory Day of the Great Patriotic War in Russia, and a state visit to Belarus.
On this occasion, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son gave an interview to the press about the significance and key results of the visit.
With more than 80 intense activities over 8 days in four countries, Party General Secretary To Lam held talks and meetings with top leaders, engaged with political parties, businesses, visited several economic and cultural establishments, and met with the Vietnamese community abroad. He also attended the 80th anniversary of Victory Day in the Great Patriotic War in Russia and the 80th anniversary of Victory over Fascism in Kazakhstan, demonstrating Vietnam’s respect for the immense sacrifices made by the former Soviet Union in the fight against fascism, which ended the world war and opened a new chapter in the global revolutionary and national liberation movement, including in Vietnam.
Leaders from ministries, sectors, and localities accompanying the delegation also held productive meetings with counterparts in various fields. We are proud that the leaders and sectors of the four countries highly appreciate Vietnam’s strong development in all areas under the leadership of the Communist Party of Vietnam and General Secretary To Lam, as well as the transformative reforms marking Vietnam’s entry into a new era of national development.
The visit had several significant outcomes as follows: First, it contributed to the implementation of an independent, self-reliant, peaceful, friendly, cooperative, and developmental foreign policy; the diversification and multilateralization of foreign relations, as well as active and comprehensive international integration. Vietnam is a trusted friend, partner, and an active member of the international community, as stated in the 13th Party Congress.
Vietnam upgraded its relations to a Strategic Partnership with Kazakhstan, Azerbaijan, and Belarus, bringing the total number of countries with strategic partnerships with Vietnam to 37. It also deepened the Comprehensive Strategic Partnership with Russia, further enhancing political trust and unlocking new areas for cooperation.
Second, the Vietnamese Party chief and the top leaders of these countries affirmed their commitment to maintaining and prioritizing the traditional friendship between Vietnam and these nations, forged through historical struggles for independence and current development efforts, especially in the face of unpredictable global shifts. This spirit was a consistent theme during meetings between General Secretary To Lam and Presidents Kassym-Jomart Tokayev of Kazakhstan, Ilham Aliyev of Azerbaijan, Vladimir Putin of Russia, and Aleksandr Lukashenko of Belarus.
Third, important meetings between General Secretary To Lam and the leaders of these countries set the course for future bilateral relations, creating new momentum for cooperation not only in traditional areas but also in new fields with significant potential, matching the scale of the newly established relationships. The leaders consented to enhance political trust through frequent exchanges of delegations and high-level meetings across various channels. On economic, trade, and investment cooperation, the Joint Government Committee mechanism was highlighted as a key platform to increase efficiency and implement agreements, aiming for a balanced trade volume that reflects the political relations.
The business environment will be improved significantly to encourage long-term investments and trade between both sides. In energy and mining, leaders concurred to step up cooperation in oil exploration and services, and explore new energy solutions, including clean and renewable energy.
Finally, at the multilateral level, Vietnam and these countries will further strengthen cooperation within regional and international organizations, especially in the United Nations and other forums. The Vietnamese Party chief and the leaders laid stress on the importance of maintaining peace, security, and stability in their respective regions, and resolving disputes peacefully based on the UN Charter and international law, including the 1982 United Nations Convention on the Law of the Sea.
During the visit, Vietnam and Kazakhstan, Azerbaijan, Russia, and Belarus signed about 60 cooperation agreements across a variety of fields such as diplomacy, security and defence, science and technology, energy, education, and aviation, creating a solid legal framework for deeper and more effective bilateral relations.
While attending the 80th anniversary of the Victory in the Great Patriotic War, General Secretary To Lam also met with leaders of these countries to exchange views on priorities for further strengthening relations. Leaders congratulated Vietnam on successfully celebrating the 50th anniversary of the liberation of South Vietnam and national reunification, as well as Vietnam’s remarkable development achievements.
According to Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Sơn, the results of the recent trip by General Secretary To Lam are comprehensive, outstanding, and meaningful, providing a solid foundation, added impetus, and clear direction for Vietnam and its partners to realize the objectives set, in line with the new stature of the bilateral relationships.
To realize the outcomes effectively, Vietnam and its partners will closely collaborate, following the spirit of the Joint Declarations, cooperation agreements, and the common perception of the leaders.
