Government sees enterprises’ difficulties as its own to resolve together: PM Chinh

VOV.VN - The Government sees the difficulties and challenges of enterprises as its own to address together, Prime Minister Pham Minh Chinh said at the Thanh Hoa Investment Promotion Conference 2026 on March 29, adding that the success of businesses is the success of the country.

The conference was attended by Party Central Committee members, leaders of ministries and agencies,  Thanh Hoa officials and representatives from other localities, as well as foreign diplomatic and investment promotion agencies, investors, businesses and banks from home and abroad.

The event serves as a platform to connect and spread cooperation and investment opportunities between Thanh Hoa and the domestic and international business community, contributing to implementing the resolutions of the 14th National Party Congress and the 20th Thanh Hoa Party Congress.

Strong commitments from Thanh Hoa

Thanh Hoa announced a list of 173 priority projects for 2026-2030 across six key sectors, with total registered investment estimated at more than VND570 trillion (around US$24 billion).

Investment approvals and certificates were granted to 28 projects worth about VND30 trillion, while memoranda of understanding were signed for 14 projects with total capital of nearly VND73 trillion, covering transport and aviation infrastructure, industrial parks, logistics, and research and development.

Despite challenges, Thanh Hoa recorded GRDP growth of 8.27% in 2025, ranking 15th nationwide. Its economic scale reached VND333.6 trillion, placing it among the top provinces in the north-central region and 11th nationwide, while state budget revenue hit VND57.2 trillion, exceeding the central target by 26% and marking a record high.

Notably, infrastructure has improved, living standards have risen, and national defence and social order have been maintained.

Opening the conference, Chairman of the Thanh Hoa People’s Committee Nguyen Hoai Anh pledged to further improve the business environment, ensuring stability, safety, transparency and competitiveness, while accelerating administrative reform and digital transformation.

The province will accompany investors from project study and site selection to administrative procedures, land clearance and project implementation, while resolving difficulties throughout investment and operation.

Monthly meetings between provincial leaders and businesses will be maintained to handle concerns, with local authorities required to allocate time each month to support investors and enterprises.

Driving growth towards a “model province”

Upon addressing the conference, PM Chinh said Thanh Hoa has distinct potential, outstanding opportunities and competitive advantages, but still faces difficulties. He thanked investors for their support and expressed confidence in the province’s goal of becoming a “model province” as envisioned by President Ho Chi Minh.

In the context of fast-changing and unpredictable global developments, he stressed the need for unity to build strength, cooperation to secure benefits and dialogue to strengthen trust.

Despite external challenges, Vietnam has maintained macroeconomic stability, supported growth, controlled inflation and ensured major economic balances, he said.

The Government chief noted that 2026 marks the first year of implementing the 14th National Party Congress resolution, opening a new development period with high demands on growth quality and sustainability, including a target of double-digit growth in 2026-2030.

He highlighted four core principles for economic growth set out by Party General Secretary To Lam: ensuring substantive growth without trading off sustainability for speed, maintaining macroeconomic stability, effectively mobilising resources with a focus on key projects and public–private partnerships, and ensuring growth benefits the people and promotes social equity.

To achieve double-digit growth nationwide, all sectors and localities, including Thanh Hoa, must also pursue the same target, he said, emphasizing  that resources come from mindset and vision, momentum from innovation, and strength from the people and businesses.

He called for maximising internal resources such as people, natural conditions, cultural traditions and history, alongside external resources including capital, technology, workforce training and governance.

PM Chinh urged ministries, sectors and localities to accelerate implementation of Party resolutions, advance three strategic breakthroughs in institutions, infrastructure and human resources, remove institutional bottlenecks, cut compliance costs and enhance competitiveness.

It is essential to develop strategic infrastructure, improve workforce quality, and respond flexibly and effectively to emerging issues,  he stressed.

For Thanh Hoa, he called for stronger governance, long-term planning with a 100-year vision, and a development approach centred on people as the main driver and resource.

He asked the province to reinforce solidarity, reform administrative procedures, combat corruption and waste, develop infrastructure, expand development space and enhance human resources.

PM Chinh laid stress on the principle of Party leadership, a facilitating State, proactive localities, pioneering enterprises, public-private cooperation and public support to boost national development and improve people’s lives.
