Vietnam to provide free legal services via National Legal Portal

VOV.VN - Vietnam will provide legal services free of charge to citizens and businesses through its upcoming National Legal Portal, Deputy Prime Minister Le Tien Chau said at a government meeting in Hanoi on May 5.

Chairing a session on the draft project “Development of the National Legal Portal for 2026–2030”, Chau emphasised that the platform must serve as an official communication channel for all activities of the Central Steering Committee for institutional and legal reform.

The portal must operate in the spirit of serving the people, not as a fee-based service for citizens and businesses, he said.

Representatives from relevant ministries and agencies, including Justice, Public Security, Finance, Science and Technology, Culture, Sports and Tourism, as well as the Party Central Office and the Government Office, attended the meeting to review and finalize the draft decision for submission to the Prime Minister.

According to the Deputy PM, the consultation process with ministries and central agencies has been fully completed, and the dossier has been submitted to the Government Office. Initial reviews show that the Ministry of Justice has largely incorporated feedback from relevant stakeholders.

However, he noted that several strategic orientations need further clarification to ensure the document’s completeness. Most outstanding issues relate to technical presentation and specific professional content.

He requested the Ministry of Justice to continue leading the drafting process, working closely with other ministries to incorporate well-founded and practical feedback to finalise the proposal.

The National Legal Portal must be clearly defined as the official communication platform for the Central Steering Committee on legal and institutional reform, he stressed.

Regarding implementation, designated ministries and agencies were asked to review responsibilities in detail and clearly define roles to ensure feasibility. The Ministry of Public Security will be responsible for managing user accounts and ensuring absolute data security for the system, while other ministries will provide legal documents and ensure transparent information processing.

On legal service provision, the Deputy PM instructed the Ministry of Finance to develop an appropriate budget plan, reiterating that all services on the platform must be provided free of charge.

He also urged relevant agencies to urgently complete the draft and supporting documents for submission to the Prime Minister before May 12.
