AI-powered legal database launched to enhance access and transparency
VOV.VN - The Ministry of Justice on March 23 launched the upgraded National Legal Database at vbpl.vn, alongside an information system supporting the comprehensive review of legal normative documents.
After more than a decade of continuous operation and improvement, the National Legal Database has been upgraded to a new version with enhanced data processing and retrieval capabilities, meeting growing demand for digital access to legal documents.
The upgraded platform has undergone a comprehensive restructuring, enabling data management down to individual articles, clauses, and points. Notably, all content is standardised in line with formats used in advanced legal systems, allowing not only storage but also seamless integration and interoperability with other digital platforms. As a result, legal texts are transformed into structured data that can be read, processed, and analysed automatically by machines.
This restructuring and standardisation come at a critical time, as Vietnam is conducting a nationwide comprehensive review of legal normative documents, involving a large volume of data and requiring high accuracy.
For the first time, artificial intelligence (AI) has been extensively integrated into the system, supporting data editing and quality control based on the criteria of “accurate, complete, clean, and up-to-date,” while optimising information access and utilization.
According to the Ministry of Justice, the database enables individuals and organisations to access legal documents in a more intuitive and in-depth manner, with multi-dimensional linkages and the ability to track regulatory changes over time. This contributes to enhancing transparency and openness within Vietnam’s legal system.
At the same time, the platform supports state agencies in managing legal documents, drafting, reviewing, systematising, disseminating, and enforcing laws.
To facilitate the nationwide review process, the Ministry of Justice, in collaboration with Vietnam’s leading tech giant FPT Corporation, has upgraded and completed the National Legal Database as a unified legal data platform, and developing an information system to support the comprehensive review of legal documents, including specialised software and a dedicated section on the National Legal Portal.
Built on standardised data, the National Legal Database is positioned as a core component of Vietnam’s digital legal platform and a critical data infrastructure serving the nationwide review of legal documents.
The system is set to evolve into a digital legal knowledge platform based on five strategic pillars, by fully digitising the lifecycle of legal documents; developing an interconnected legal data ecosystem; promoting AI applications for legal analysis and risk alerts; establishing a national legal big data platform; and creating digital legal knowledge resources for society at large.
The platform is expected to go beyond a traditional repository to become a national digital legal knowledge infrastructure, contributing to improved state governance and strengthened public trust in the legal system.
