Vietnam strengthens ties with Canada, Brazil, and Cambodia
VOV.VN - Vietnamese Prime Minister Pham Minh Chinh on October 26 held bilateral meetings with his counterparts from Canada and Cambodia, as well as with Brazilian President Luiz Inácio Lula da Silva, on the sidelines of the 47th ASEAN Summit and related meeting in Kuala Lumpur.
Meeting with Canadian Prime Minister Mark Carney, Prime Minister Chinh welcomed Canada’s growing engagement in the Indo-Pacific through its Indo-Pacific Strategy, saying it provides a favourable framework for deepening substantive cooperation between the two countries.
He proposed that Canada enhance collaboration in aviation, energy, civil nuclear technology, and human resource development, while offering more scholarships for Vietnamese students - a move that would strengthen people-to-people exchanges between the two countries.
The Vietnamese leader also urged Canada to facilitate favourable conditions for the Vietnamese community in Canada to live, work, and contribute to bilateral relations.
The two prime ministers agreed to deepen Vietnam – Canada political trust and elevate their bilateral ties through more frequent high-level exchanges. They discussed measures to make economic, trade, and investment cooperation a central pillar of the relationship, leveraging the complementarities of both economies and their shared membership in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) to promote sustainable, mutually beneficial supply-chain connectivity.
Prime Minister Carney expressed admiration for Vietnam’s socio-economic achievements and its growing global standing. He reaffirmed that Canada views Vietnam as an important partner in the Indo-Pacific and as a gateway for trade with the region.
The Canadian leader also supported negotiations for the ASEAN–Canada Free Trade Agreement and confirmed that Canada would work closely with Vietnam, especially in 2026 when Vietnam assumes the Chairmanship of the CPTPP Commission.
Prime Minister Chinh invited Prime Minister Carney to visit Vietnam soon, and the invitation was accepted with pleasure.
Meeting with Brazilian President Luiz Inácio Lula da Silva, Prime Minister Chinh welcomed the strong progress in bilateral relations since the two countries upgraded their ties to a Strategic Partnership.
Both leaders agreed to implement high-level agreements effectively, facilitate trade and investment, open markets for agricultural products, and soon launch negotiations on a Preferential Trade Agreement (PTA) between Vietnam and the MERCOSUR bloc.
The two sides highlighted cooperation in agriculture, especially in coffee production and export, as a key area of collaboration.
President Lula emphasised that Brazil attaches great importance to its relationship with Vietnam and aims to deepen economic and trade ties to raise bilateral trade turnover to US$15 billion by 2030. He also announced that Brazil is expediting domestic procedures to officially recognise Vietnam’s market economy status.
Prime Minister Chinh thanked President Lula for Brazil’s participation in the UN Convention against Cybercrime signing ceremony in Hanoi (October 25–26) and congratulated Brazil on its BRICS 2025 Presidency, expressing support for Brazil’s leadership in the Global South and its aspiration to become a permanent member of the UN Security Council after reform.
Both leaders shared views on global challenges and agreed to strengthen coordination to amplify the voice of developing nations, contributing to peace, stability, and inclusive, sustainable development globally.
During his meeting with Cambodian Prime Minister Hun Manet, Prime Minister Chinh congratulated Cambodia on its recent achievements and welcomed progress toward a peaceful resolution of the Cambodia–Thailand situation, including the signing of a peace agreement during the Summit.
He emphasised that this development would stabilise border areas, facilitate renewed connectivity and cooperation, and bring tangible benefits to the peoples of both countries and the wider region.
Both leaders reaffirmed their commitment to strengthening political trust and promoting cooperation under the guiding principle of “good neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainability.” They set a goal to raise bilateral trade to US$20 billion in the near future and agreed to accelerate key connectivity projects, notably the Ho Chi Minh City–Moc Bai–Bavet–Phnom Penh expressway, and improve border trade infrastructure.
The two sides also agreed to continue resolving outstanding border demarcation issues in a spirit of solidarity and mutual respect. Cambodia pledged to support stable operations and investment expansion by Vietnamese enterprises.
Prime Minister Chinh thanked Cambodia for sending a deputy prime minister to attend the Hanoi Signing Ceremony of the UN Convention against Cybercrime, noting the country’s contribution to the event’s success.
