Vietnam steps up preparations for first session of newly-elected legislature
VOV.VN - Chairman of the National Assembly Tran Thanh Man has called on relevant agencies to thoroughly prepare legislative content and personnel work for the first session of the 16th National Assembly slated for April.
Speaking at the closing of the 55th session of the National Assembly Standing Committee, Chairman Man emphasised the need for close coordination, high responsibility, and proactive preparation to ensure the upcoming session is conducted in a formal, scientific, and efficient manner. He noted that the session would lay a solid foundation for the National Assembly’s operations throughout the new tenure.
The meeting will take place at a pivotal transition period between two legislative terms, following the successful elections of deputies to the 16th National Assembly and local People’s Councils for the 2026–2031 term.
The National Assembly Standing Committee reviewed and provided opinions on a wide range of important issues, particularly legislative work and preparations for the first session. To date, it has completed discussions on all draft laws and resolutions submitted by the Government, including eight draft laws and one draft resolution. However, one draft law amending and supplementing several articles of the Law on Social Insurance has yet to be submitted.
In addition, the Standing Committee has reviewed proposals for the National Assembly to approve the appointment of judges to the Supreme People’s Court and consider other matters within its authority.
Chairman Man urged drafting agencies to promptly incorporate feedback from the Standing Committee and finalise legislative documents to ensure quality before submission.
He stressed that personnel work must be carefully prepared, alongside the timely completion and submission of official documents to newly elected deputies. Unlike previous terms, the first session of the new National Assembly will not only review but also adopt several draft laws and resolutions, requiring a higher level of preparation and scrutiny.
He instructed the National Assembly Office to expedite logistical preparations, including working facilities and equipment, while ensuring that all relevant documents are delivered fully and promptly to deputies.
Special attention should be given to newly elected deputies by providing training, guidance materials, and timely information to help them quickly grasp procedures and effectively participate from the very first session, he said.
According to the top legislator, the Standing Committee of the 15th National Assembly will hold one final meeting to review key remaining issues before submission. These include major national plans such as the five-year socio-economic development plan, the five-year national financial plan, and the medium-term public investment plan.
He reminded that early and thorough preparation is essential to ensure a smooth, seamless, and effective transition between the two terms. He expected that with strong coordination and responsibility, the first session of the 16th National Assembly would be conducted successfully, setting a firm foundation for the country’s legislative agenda in the years ahead.
The first session of the 16th National Assembly is scheduled to open on April 6 and last 14 days.
