Vietnam considers merging provinces to enhance management efficiency

VOV.VN - The Political Bureau and the Party’s Secretariat recently issued Conclusion No. 126-KL/TW regarding certain measures to continue restructuring and streamlining the political system’s organizational apparatus in 2025, including the mergers of several provinces.

The conclusion aims to further implement the policy of restructuring and optimizing organizational structures to enhance state management efficiency and effectiveness in line with practical conditions.

The restructuring focuses on Party agencies, state institutions, the Vietnam Fatherland Front, and political-social organizations, with the goal of improving the quality of personnel, reducing intermediary units, and optimizing resources and budgets.

The Politburo and the Party Secretariat instructed Party committees, organizations, and relevant agencies to review and assess the results achieved so far and to propose further measures for streamlining and consolidating the organizational apparatus in 2025, in accordance with the overall direction of the Party and the State.

Among the tasks, they requested that the Party Committee of the Government outline the orientation for merging certain provincial-level administrative units across the country.

The Government Party Committee was also asked to develop plans to continue restructuring commune-level administrative units in accordance with the new organisational model, and eliminating intermediate administrative levels (district level).

Professor Tran Ngoc Duong, former deputy head of the National Assembly Office, told the media on February 20 that merging provinces and eliminating district-level administrations is an appropriate policy that match global governance trends.

Around the world, he said, governance models emphasize strong provincial-level governments and robust grassroots administrations (commune and ward levels). Meanwhile, intermediate administrations are often restructured so that provincial governments manage specific regions or groups of communes and wards directly.

According to the Ministry of Home Affairs, a pilot study on restructuring provincial-level administrative units is one of the tasks outlined by the Government in its Action Programme to implement a Party resolution, dated November 9, 2022, with a focus on continuing to build and improve the socialist law-governed state of Vietnam in the new era.

Under this Action Programme, the Government has set tasks to continue restructuring district- and commune-level administrative units, study the pilot restructuring of provincial-level administrative units in line with the overall national and local administrative planning, and develop special mechanisms, institutions, and policies to strengthen regional and inter-regional development, to meet economic-social development demands while ensuring national defence and security.

The Ministry of Home Affairs has been assigned to work alongside relevant ministries and agencies to complete a report and submit it to the Government in 2025.
