Top leader To Lam calls for bold reforms, break from outdated thinking
VOV.VN - Party General Secretary and State President To Lam called for stronger institutional reform, a shift away from outdated mindsets, and greater accountability across the political system, while delivering a speech at a ceremony marking the 120th birth anniversary of late General Secretary Ha Huy Tap.
At the event held in Ha Tinh province on April 21, the leader highlighted Tap’s life as a steadfast revolutionary and distinguished political theorist, saying his enduring legacy lies not only in ideological contributions, but also in his political courage, sense of responsibility, and willingness to dedicate himself fully to the cause of the Party and the nation.
Drawing lessons from that legacy, the Vietnamese leader stressed the need for a more decisive shift in both thinking and action across the political system. In the face of emerging opportunities and challenges, he called for the resolve to “face the truth, assess it accurately, and identify bottlenecks” as a basis for effective and breakthrough solutions.
A central priority, he noted, is accelerating institutional reform and improving national governance capacity. Outdated mindsets and inertia must not be allowed to constrain development, he said, emphasising the continued importance of building a modern, effective socialist rule-of-law state.
Equally critical is the development of a capable and accountable cadre system. Officials and Party members, he stressed, must be prepared to think boldly, act decisively, innovate, and take responsibility for the common good, with tangible outcomes and public satisfaction serving as key measures of performance.
Looking ahead, Party General Secretary and President To Lam outlined major development orientations, including advancing science and technology, innovation, digital transformation, and green transition, alongside strengthening high-quality human resources and modern infrastructure to enhance productivity and competitiveness.
He also underscored that development must remain balanced and sustainable, ensuring harmony between economic growth, social progress, environmental protection, and national defence and security, while placing people at the centre as both the driver and ultimate beneficiary of development.
For Ha Tinh, the homeland of the late Party leader, Party General Secretary and President To Lam expressed his expectation that the province would continue to draw on its revolutionary traditions and translate them into new drivers of growth, with a focus on Party building, innovation, and improving living standards.
