Social consensus key to Vietnam’s reform agenda, says Party leader
VOV.VN - As Vietnam intensifies preparations for the 14th National Party Congress, General Secretary To Lam highlighted the strategic role of ideological work and public communication in maintaining political stability and social cohesion during a period of profound institutional reform.
Speaking at a national conference reviewing the Party’s communications and mass mobilisation work in 2025, the Party leader stressed that strengthening public trust and consensus is essential as the country moves deeper into administrative restructuring, digital transformation and long-term development planning.
He praised the sector’s achievements in 2025, saying communication and mass mobilisation work has played a vital role as a bridge between the Communist Party and the people, helping promote democracy, national unity and Party building, as well as safeguarding Vietnam’s socialist state.
He noted that the sector has undergone major organisational reforms during the current Party term, particularly since early 2025, with communication and mass mobilisation bodies at all levels now merged into a unified, streamlined and more effective system.
The General Secretary said Vietnam is undergoing rapid and positive change across all fields, creating public confidence and optimism, especially as the country pushes ahead with reforms to make the political system more efficient and effective ahead of the 14th National Party Congress.
He called on the sector to continue fostering national aspirations for development, mobilising internal strengths and all available resources to accelerate growth, while providing strategic advice to the Party to maintain political orientation and uphold the goal of national independence linked with socialism.
The top leader stressed the importance of firmly safeguarding the Party’s ideological foundation, describing it as a pillar of the political system and a “steel shield” protecting the country and its people. He urged efforts to make political and ideological education more practical and effective, and to build a cadre of officials resilient in the face of challenges.
He also called for closer engagement with public opinion, urging officials to stay attuned to people’s concerns and to make use of data analysis and artificial intelligence to better understand public sentiment, thereby helping policymakers respond early to emerging issues and prevent social tensions.
The General Secretary said information and communication work on the press and digital platforms must be comprehensively renewed, maintaining a proactive and leading role in shaping public discourse, leveraging technology to promote patriotism, solidarity and self-reliance.
He emphasised the importance of strengthening national unity and grassroots engagement, urging officials to stay close to the people, respect their role as the centre of development, and promote public participation in social supervision and policy feedback.
The leader also highlighted the need for stronger strategic advice in education, science and culture, calling for theoretical research to clarify key strategic issues and help refine the Party’s vision for Vietnam’s path to socialism. He said the sector must lead by example in combining theory with practice.
He tasked the sector with playing a central role in preparations for the 14th National Party Congress, including promoting awareness of its significance and highlighting national achievements over 40 years of reform and five years of implementing the 13th Party Congress resolution.
The General Secretary urged the continued development of a professional, capable workforce able to adapt to the digital era, master new technologies and communicate effectively, while mobilising patriotic movements ahead of the 14th Party Congress and parliamentary elections in 2026.
Trinh Van Quyet, a member of the Party Central Committee Secretariat and head of the Communication and Mass Mobilisation Commission, said the sector would fully absorb the General Secretary’s guidance and translate it into concrete action plans for 2026.
He expressed confidence that, with strong leadership from the Politburo, the Secretariat and the Party leader, the sector would successfully fulfil its tasks and remain a core force on the Party’s information and mass mobilisation front.
