Security technology academy told to become a strategic pillar for security technology
VOV.VN - Party General Secretary and State President To Lam has called on the Academy of Security Engineering and Technology to become a strategic pillar in security technology, leading in training, research, innovation and technology development.
He made the request during his visit and working session at the Academy of Security Engineering and Technology in Bac Ninh Province on August 17, marking the 81st anniversary of the Traditional Day of the People’s Public Security Forces and the 20th anniversary of the All-People Security Protection Day.
To fulfill this role, he said the academy must shift from a traditional institution focused on technical and professional training into a specialised centre for education, research and innovation in security science, engineering and technology.
The top leader stressed the need to closely integrate education, scientific research, technology application and transfer, and innovation, rather than treating them as separate activities.
In education and training, the academy was asked to reform its curricula, content and teaching methods toward competency development, with greater emphasis on practice, experimentation, simulation and solving real-world problems.
Alongside talent development and advanced training programmes, the academy should expand English-language instruction and international partnerships.
The goal is not merely to train personnel capable of using and operating technologies, but to develop the capacity to design, develop and master technologies.
Targeting strategically important technologies
In scientific research, Party General Secretary and State President To Lam called for a shift from individual research projects to major research programmes and tasks linked to practical challenges in maintaining security and public order, digital transformation and the development of the security industry.
The academy should focus on developing academic programmes and research directions linked to the country’s strategic technologies, prioritising areas such as public security engineering, technical intelligence, cybersecurity, information security, artificial intelligence, data science and semiconductor technology.
It should also consider introducing emerging scientific and technological fields with direct implications for national security, including biotechnology, cell technology, genetic technology, cloud computing, quantum computing, blockchain, robotics and automation, and space technology.
Under this approach, scientific research should go beyond producing academic studies and focus on application, technology transfer and the development of practical products, thereby strengthening technological capabilities that directly serve the national security mission.
He suggested that the academy should become a leading Vietnamese centre for education, scientific research and innovation in security engineering and technology by 2045, while gradually strengthening its standing in the region and internationally.
People as the key to mastering technology
To achieve these goals, Party General Secretary and State President To Lam identified building a strong contingent of officials, lecturers, scientists and experts as a breakthrough priority.
The academy should move quickly to build a pool of leading experts who combine political steadfastness with strong professional expertise, research and innovation capabilities, and international integration skills.
To master technology, we must first have people who can master technology, the top leader stressed.
Alongside developing talent internally, he also suggested that the academy should adopt policies to attract and make effective use of talent, bringing in high-quality human resources both from within and outside the People’s Public Security Forces.
He also asked the Government, the Ministry of Public Security and central agencies and ministries to work together to develop the academy into a national hub for security technology education and research.
Priority should be given to planning and building key laboratories and research and development centres in strategic fields such as cybersecurity, artificial intelligence, big data, semiconductors and emerging security technologies, gradually developing capabilities in core technologies.
The academy should also strengthen cooperation with universities, research institutes and technology organisations at home and abroad to expand resources for research, training and technology transfer.
The Academy of Security Engineering and Technology was established through the renaming of the People’s Public Security University of Engineering and Logistics under Prime Minister’s Decision No. 2288 dated October 17, 2025.
The renaming marked a step toward developing the academy into a higher education institution and specialised research centre focusing on security engineering and technology.
