Vietnam’s top leader attends anniversary of Public Security advisory force
VOV.VN - Party General Secretary and State President To Lam delivered remarks at a ceremony marking the 80th anniversary of the traditional day of the People’s Public Security advisory force (1946-2026), organised by the Central Public Security Party Committee and the Ministry of Public Security on April 11 in Hanoi.
At the event, the Office of the Ministry of Public Security was awarded the title “Hero of the People’s Armed Forces.”
On April 18, 1946, in the context of a newly independent country facing numerous internal and external challenges, the first advisory body of the People’s Public Security force was established. The event laid the foundation for the formation and development of the advisory force, which plays a core role in research, synthesis, analysis and forecasting, and in advising the Party, the State and the leadership of the Ministry of Public Security on policies, strategies and plans to safeguard security and social order.
Over the past 80 years, the advisory force has upheld its tradition and qualities of “loyalty, dedication, resourcefulness, creativity and unity,” serving as a core force with a particularly important role across all areas of public security work. It has been regarded as a “second brain” and an “extended arm” assisting leadership and command at all levels.
As the country enters a new period, the force is ready to take on its tasks, take the lead and contribute to fulfilling its particularly important mission. It will thoroughly grasp and effectively implement the “early, sharp, firm and in-depth” principle, and proactively maintain a firm grasp of the situation, collect information, and strengthen its capacity for research, synthesis and strategic forecasting, while avoiding passivity or surprise in any situation.
The force will focus on advising the effective implementation of resolutions, directives and orders of the Party, the State and public security leadership at all levels, not only in ensuring security and order but also in increasing its direct and sustainable contributions to socio-economic development in the new period.
Presenting the “Hero of the People’s Armed Forces” title to the Office of the Ministry of Public Security, the highest advisory body of the People’s Public Security force, To Lam highlighted its particularly important role across all operations, both in strategic and operational advisory work, while also acting as an information centre supporting leadership, command, direction, management and administration.
He said that in the coming period, advisory work in the People’s Public Security force must form a foundation for advancing new thinking and approaches to national security as outlined in the Resolution of the 14th National Party Congress.
He called for strategic vision, and for personnel to dare to think and propose solutions, with appropriate task assignment to tackle practical security challenges, with the goal of building a revolutionary, regular, elite and modern advisory force at the earliest possible time before 2030.
“The advisory force of the People’s Public Security must set an example, take the lead and strongly promote a spirit of action, discipline and responsibility, ensuring correct decisions, swift implementation and measurable results,” the Party chief and State President said, adding that the force should strive to obtain new achievements and breakthroughs for the Party and the people.
