Politburo considers new Resolution for HCM City, targeting special urban model

VOV.VN - After three years of implementing Resolution 31 of the Politburo, Ho Chi Minh City is entering a new phase of policy planning aimed at expanding its growth space and developing a more flexible governance framework for Vietnam’s largest urban centre.

The implementation of Resolution 31-NQ/TW on the development orientation and tasks for Ho Chi Minh City through 2030, with a vision to 2045, was discussed at a Politburo meeting held in Hanoi on May 15 and chaired by Party General Secretary and President To Lam

The Politburo reviewed reports assessing the implementation of the Resolution over the past three years and examined orientations for drafting a new resolution tailored to the city’s next development phase.

According to assessments presented at the session, the city has worked closely with central agencies, experts and academics to evaluate the implementation process and propose new development directions aligned with economic transformation trends and intensifying urban competition across the region.

A notable aspect of the process is that it goes beyond reviewing the current resolution’s implementation results and moves toward building a new institutional framework for Ho Chi Minh City in a new development era.

Under the orientations discussed, the proposed resolution is expected to provide the political foundation for Ho Chi Minh City to maintain its role as Vietnam’s leading economic growth engine while expanding its function as a regional financial, science-technology and innovation hub.

One of the most closely watched proposals is the potential establishment of a Special Urban Law specifically for Ho Chi Minh City.

The move is viewed as an effort to create a more flexible governance mechanism for the metropolis of more than 10 million residents, as the current administrative model is increasingly seen as constrained by limitations in decentralisation, fiscal autonomy and development space.

The Politburo’s consideration of a new resolution for Ho Chi Minh City also reflects Vietnam’s broader push toward special institutional mechanisms for major growth centres as the country searches for new development drivers beyond 2030.

According to documents presented at the meeting, the draft resolution is being designed to closely align with Ho Chi Minh City’s practical development needs as well as Vietnam’s broader economic transformation strategies for the coming years.
