A document to this effect was signed in Ho Chi Minh City on May 15 and witnessed by Vo Van Minh, chairman of the Ho Chi Minh City People’s Council, and Atsaphangthong Siphandone, secretary of the Vientiane Party Committee and chairman of the Vientiane People’s Council.

The two sides will continue to strengthen cooperation across various fields, including politics and diplomacy, security and defence, legislation and judiciary, economy, education, culture and social affairs, health care, activities of mass organisations and socio-political organisations, as well as development assistance.

In the field of politics and diplomacy, Ho Chi Minh City and Vientiane agreed to maintain exchanges of delegations and enhance high-level contacts and cooperation. They also encouraged agencies, departments, sectors, organisations, and localities on both sides to proactively share experiences and sign and implement cooperation initiatives suited to practical conditions.

The two sides will also coordinate the organisation of exchange activities commemorating the 65th anniversary of Vietnam–Laos diplomatic relations and the 50th anniversary of the signing of the Vietnam–Laos Treaty of Friendship and Cooperation within the framework of the Vietnam–Laos Friendship and Solidarity Year 2027.

Another important area of cooperation is strengthening collaboration in Party building, political system development, and socio-economic development. The People’s Councils of Ho Chi Minh City and Vientiane will continue exchanging experiences in drafting sub-law legal documents, conducting supervisory activities, and deciding important local issues. At the same time, both sides will step up communication and education about the special Vietnam–Laos relationship, especially among younger generations in the two localities.

In terms of the economy, Ho Chi Minh City and Vientiane agreed to enhance the exchange of information on investment opportunities, development orientations, and investment attraction policies. The two localities will facilitate business networking, partner searches, trade promotion programmes, brand and product promotion, and goods connectivity.

Economic cooperation will focus on trade, agriculture, agricultural processing, technology transfer promotion, and support for agricultural and handicraft products from both sides to meet each country’s standards in a harmonious and sustainable manner.

At their meeting, the two leaders reviewed the cooperation results between the two localities during the 2021–2025 period, noting that many cooperation initiatives had been actively implemented, helping strengthen political trust, mutual understanding, and laying the foundation for a new phase of cooperation.

Both sides affirmed that the signed document marks an important milestone, creating a new framework for Ho Chi Minh City and Vientiane to further enhance the effectiveness and substance of their cooperative relationship. This memorandum not only inherits previous achievements but also expands cooperation into many new areas aligned with the development needs of each locality in the new period.
