PM requests substantive results in sci-tech development, innovation
VOV.VN - Vietnam should create breakthroughs and achieve substantive results in the fields of science - , technology development, innovation, and digital transformation, making them key drivers for rapid and sustainable national development in the new context, said Prime Minister Pham Minh Chinh.

Chinh was speaking at the second meeting of the Government Steering Committee on science-technology development, innovation, and digital transformation, as well as Project 06 in Hanoi on May 17.
He said the meeting was to review the implementation of relevant programmes in early 2025, define key directions and priority tasks in the coming months, and implement strategic goals of Resolution No. 57-NQ/TW of the Politburo, which aims to make science, technology, innovation, and digital transformation core drivers of socio-economic development.
After the Politburo’s resolution was released in December 2024, he said, the Government approved two resolutions in early 2025 and established the Government Steering Committee on science-technology development, innovation, and digital transformation to translate the Politburo’s resolution into actionable plans. The Government also renewed Project 06 on Developing the Application of Population Data, Electronic Identification, and Authentication to Serve National Digital Transformation.
The PM acknowledged achievements in implementing the resolutions, stating that administrative reform in tandem with digital transformation has been promoted across almost all sectors. At the same time, the implementation of Project 06 has been vigorously carried out from the central to grassroots levels, earning broad support and appreciation from citizens and businesses.
“However, to fully achieve the set goals, there is still much work to be done, as many assigned tasks are still behind schedule or have not been effectively executed,” he pointed out, adding “Experience shows that when ministers, heads of agencies, and local leaders truly pay attention, the implementation of these efforts sees positive and noticeable progress.”
The PM emphasised the importance of building a data base, stating that data is a resource, and “if we want Vietnamese intelligence, we must have Vietnamese data.” For each sector, profession, and locality to develop artificial intelligence, he said, it is essential to have corresponding sectoral and local data systems.
He therefore called for a greater effort to develop data platforms in the education and healthcare sectors, noting “We must work methodically, with clear priorities and appropriate resource allocation.”
He reiterated that science and technology development, innovation, and digital transformation are the foundations for rapid and sustainable growth. Vietnam must achieve 8% growth this year and double-digit growth in the coming years to meet its two centennial development goals by 2030 (100 years of the Communist Party of Vietnam) and 2045 (100 years of the Vietnamese nation).

To this end, he called for practical and prompt actions at all levels, stressing the success of administrative reform, digital transformation, and Project 06 depends significantly on local leaders’ engagement.
It’s imperative to promote a shift from passively handling administrative procedures to proactively serving citizens and businesses, he said.
The Government leader urged full and synchronised implementation of the resolutions by clarifying roles of ministries and localities, in which ministries focus on strategy and oversight, while localities take initiatives and responsibility.
He requested an objective and honest evaluation, highlighting lessons learned and identifying bottlenecks. He underlined the need to mobilise resources for the development of science and technology, based on the requirement that ministries, sectors, and localities must have concrete projects and proposals, while enterprises must be closely engaged in the process.
Tasks and solutions must be clearly defined, with a focus on key priorities and a clear roadmap, to ensure that each task is completed thoroughly and decisively, he concluded.
