PM orders emergency relief amid severe flooding in central region
VOV.VN - Prime Minister Pham Minh Chinh has ordered immediate emergency relief operations as severe floods continue to devastate the central region, especially in Khanh Hoa, Gia Lai, Dak Lak, and Lam Dong provinces.
Speaking from Johannesburg, South Africa, where he is attending the G20 Summit, via a government online meeting on November 23, the Prime Minister emphasised the urgent need for rapid response to protect lives and restore essential services.
According to official reports, the floods have resulted in 102 deaths or missing persons, destroyed more than 1,150 homes, submerged nearly 186,000 houses, and damaged over 80,000 hectares of rice and crops. Livestock losses exceed 3.2 million animals, while infrastructure, including roads, railways, irrigation systems, schools, and hospitals, has sustained extensive damage.
Preliminary estimates put total losses at over VND9 trillion (US$380 million), with Dak Lak suffering the heaviest impact at VND5.33 trillion, followed by Lam Dong at VND1.055 trillion, Gia Lai and Khanh Hoa at VND1 trillion each, and Quang Ngai at VND650 billion.
The Prime Minister instructed authorities to provide immediate financial support to the hardest-hit provinces, ensure the distribution of rice and essential supplies, complete new housing for displaced families by January 31, 2026, and repair damaged homes by November 30, 2025.
Specifically, VND500 billion will be allocated to Dak Lak, VND300 billion to Lam Dong, and VND150 billion each to Gia Lai and Khanh Hoa. The Prime Minister also directed the distribution of rice, providing 2,000 tonnes to Dak Lak and 1,000 tonnes each to Gia Lai and Lam Dong.
In addition, the Prime Minister called for a thorough assessment and reconstruction of schools, health facilities, and public infrastructure, alongside urgent sanitation and disinfection measures.
Provincial leaders have been urged to remain on the ground to oversee rescue and relief operations, provide medical care to the injured, assist displaced families, and manage aid distribution efficiently.
He also stressed the importance of a coordinated approach to external support to ensure aid reaches all affected communities fairly and effectively, while preventing waste or misuse of resources.
On November 22, four senior Party and State leaders visited the hardest-hit provinces, including Tran Cam Tu, Standing Member of the Party Secretariat, to Khanh Hoa; Deputy Prime Minister Nguyen Hoa Binh to Dak Lak; Defence Minister Phan Van Giang to Gia Lai; and Bui Thi Minh Hoai, President of the Vietnam Fatherland Front Central Committee, to Lam Dong.
The government has allocated VND700 billion in emergency aid to these provinces, including VND200 billion each to Khanh Hoa and Lam Dong, and VND150 billion each to Gia Lai and Dak Lak.
To respond promptly, the military, police, and local authorities have been deployed at full capacity. The Ministry of National Defence has sent 44,668 personnel, 2,231 vehicles, and three helicopters, delivering 86.5 tonnes of relief goods to isolated areas, while the police dispatched 98,509 officers with 13,566 vehicles for security and rescue operations.
The Ministry of Agriculture and Environment, with international partners, provided food including sausages, biscuits, milk, bottled water, and 1,500 boxes of instant noodles to Gia Lai and Dak Lak.
The Ministry of Finance allocated 4,000 tonnes of rice to Gia Lai and Khanh Hoa, and the Ministry of Health distributed six tonnes of disinfectants, 150,000 water purification tablets, and 3,000 household medical kits.
Meanwhile, the Ministry of Construction is clearing landslides on National Highway 1, where 13 sites remain blocked.
Electricity has been restored to 920,000 households, though 258,000 remain without power, and telecom providers have activated network roaming in Dak Lak, Gia Lai, and Khanh Hoa.
On November 22, the Vietnam Fatherland Front allocated VND80 billion to the four most severely affected provinces. Authorities have evacuated 38,381 households, totaling 119,938 people, and continue to distribute essential supplies. Government ministries and local administrations are fully engaged in emergency relief efforts to restore normalcy for affected communities.
