Party Congress sets action-oriented roadmap for new development phase
VOV.VN - The 14th National Congress of the Communist Party of Vietnam has concluded successfully in Hanoi, outlining clear development targets to 2030 and 2045 and emphasising implementation as the central measure of policy effectiveness.
The 14th National Party Congress concluded in Hanoi on January 23, marking the beginning of a new development phase for the country amid rapidly evolving regional and global dynamics. The Congress underscored the need for strategic vision, strong political resolve and more decisive, effective action in translating policy commitments into tangible results.
Held under the guiding principle of “Solidarity, Democracy, Discipline, Breakthrough and Development,” the Congress completed its full agenda after five days of intensive work, ending earlier than scheduled. The outcomes reflected the Party’s high sense of responsibility, political unity and determination to set long-term strategic directions for national development.
Reviewing past performance and setting long-term development goals
Delegates engaged in frank and democratic discussions reviewing the implementation of the Resolution adopted at the 13th National Party Congress, assessing five years of the ten-year Socio-Economic Development Strategy for the 2021–2030 period, and drawing lessons from 40 years of the country’s Đổi mới (Renewal) process. The Congress also conducted a comprehensive review of the leadership and direction of the 13th Party Central Committee, identifying both achievements and remaining challenges with a view to shaping future policy priorities.
On that basis, the Congress defined orientations, objectives and key tasks for the 2026–2030 period, with a long-term vision extending to 2045. These decisions are seen as having strategic significance for the country’s future, providing what Party leaders described as a launching pad to achieve Vietnam’s two centenary goals.
The Congress set the overall objective for the 2026–2030 term as maintaining peace and stability, accelerating rapid and sustainable development, improving people’s living standards in a comprehensive manner, and strengthening strategic autonomy and self-reliance as Vietnam advances into a new era of development. The country aims to become a developing economy with a modern industrial base and upper-middle-income status by 2030, and to realize the vision of becoming a high-income developed country by 2045.
Emphasising implementation as the key benchmark of effectiveness
Ambitious growth targets were reaffirmed, reflecting Vietnam’s aspiration for a strong economic breakthrough in the coming years. Average economic growth for the 2026–2030 period is projected at 10% or higher per year, while per capita income is expected to reach around US$8,500 by 2030. The three strategic breakthroughs in institutional reform, human resource development and infrastructure development remain central, with a renewed emphasis on faster, stronger and more decisive implementation.
A defining feature of the 14th Party Congress is its strong focus on action and execution, signaling a shift from policy formulation to results-oriented governance. The action programme for implementing the Resolution of the Congress was designed with specific tasks, clear responsibilities, defined timelines and identified resources, enabling immediate implementation across sectors and levels of government.
Institutional reform and the building of a socialist rule-of-law state were identified as top priorities, with execution taken as the key benchmark of effectiveness. Party documents describe institutions as both the most significant bottleneck and the most critical breakthrough, requiring a fundamental transformation in national governance toward greater transparency, accountability and efficiency.
Leadership renewal and a call for decisive collective action
In his closing remarks, General Secretary To Lam emphasised the need to turn political will into concrete action and strategic decisions into measurable outcomes, calling for swift, accurate and resolute implementation carried through to completion. At an international press conference following the Congress, he highlighted the early implementation of the Resolution as a distinctive feature of this Congress, stressing that visible and verifiable results would help strengthen public and business confidence in the Party and the political system.
Throughout the Congress documents, repeated emphasis was placed on action, implementation, deployment and enforcement, reflecting a clear determination to overcome long-standing shortcomings where sound policies were not always matched by effective execution. The leadership underscored the principle of doing more and speaking less, with performance assessed by outcomes rather than intentions.
The Congress called on the entire Party, the people and the armed forces, as well as overseas Vietnamese, to further promote patriotism, civic responsibility and the national aspiration for development. It urged Party committees, organisations and officials, particularly those in leadership positions, to move decisively from correct awareness to effective organisation and from strong determination to clear, measurable results.
Entering a new development phase, Vietnam carries forward its legacy of 96 years under the leadership of the Communist Party, the achievements of four decades of Renewal, and a strong spirit of self-reliance and aspiration for progress. With solidarity, unity and decisive action, the country aims to successfully implement the Resolution of the 14th National Party Congress, achieve rapid and sustainable development, and make constructive contributions to peace, cooperation and development in the region and the world at large.
